In order to further give play to the role of NPC deputies' suggestions and CPPCC members' proposals, pool the joint efforts of procuratorial supervision, NPC supervision and CPPCC supervision, better meet the people's needs for higher levels of democracy, rule of law, fairness, justice, security, environment and other aspects, effectively protect the national interests and social public interests, promote social governance, and maintain fairness and justice. After being reported to the Standing Committee of the District People's Congress for approval and discussed with the District CPPCC organ for approval, recently, the People's Procuratorate of Yi'an District, Tongling City, the Office of the Standing Committee of the People's Congress of Yi'an District, Tongling City, and the Office of the Committee of Yi'an District, Tongling City of the Chinese People's Political Consultative Conference jointly signed the Working Mechanism on Establishing the Connection and Transformation of Delegate Proposals, CPPCC Proposals and Public Interest Litigation Recommendations (hereinafter referred to as the Mechanism).  

　　 The Mechanism focuses on the protection of state-owned property, ecological environment and resources, protection of women's and children's rights and interests, food and drug safety, safe production and other fields, focusing on public safety, campus and surrounding food safety and other issues strongly reflected by the people, and focusing on the implementation of the Yangtze River Protection Law, highlighting the clues of the central environmental protection supervision The list of issues of the ecological environment warning film of the Yangtze River Economic Belt and the "Ten year Prohibition on Fishing" of the Yangtze River and other illegal acts that are disclosed and found to damage social and public interests and national interests.  

　　 The Mechanism mainly covers the following working systems: first, establish a liaison system; The second is to set up a representative proposal and committee member proposal studio; Third, establish a two-way transformation system; Fourth, establish the filing and reporting system; Fifth, establish a mechanism to recruit volunteers for the "public interest" procuratorial cloud platform; The sixth is to establish a system for representatives and members to participate in handling affairs. For example, during the 2021 NPC and CPPCC sessions, the CPPCC members reported that the traffic safety facilities in front of some schools in the region were not in place, which would bring certain potential safety hazards to the travel of school teachers and students as well as parents of students. After review, the hospital issued procuratorial suggestions in accordance with the law, urged relevant departments to perform their duties in accordance with the law, and the proposed unit immediately carried out a comprehensive investigation and rectification of the security risks around the campus in the whole district, effectively ensuring the travel safety of minors.  

　　 Through the establishment of the "Mechanism", the representative suggestions and CPPCC proposals that meet the handling conditions will be transformed into procuratorial suggestions before public interest litigation, and the matters that the procuratorial suggestions supervise will be transformed into representative suggestions and committee members' proposals. This is also the working mechanism for the connection and transformation of representative suggestions, CPPCC proposals and procuratorial suggestions that Yi'an District Procuratorate has established among the procuratorial organs in the city.
