On the basis of sufficient research and demonstration in the early stage, we drafted the Opinions of the Procuratorate of Anhui Province on Protecting the Legal Rights and Interests of Entrepreneurs in accordance with the Law and Creating a Good Environment for the Healthy Growth of Entrepreneurs, successively solicited the opinions of the municipal and provincial courts and their internal institutions, and formed a draft for discussion, which will be issued after being discussed and decided by the party group meeting of the provincial court. The mistakes of state-owned enterprises in their bold exploration and reform aimed at enhancing the vitality and competitiveness of the state-owned economy should be tolerated as long as they do not fall under the circumstances of no orders, no prohibitions, improper profit making, dereliction of duty, etc. The second is to fully understand and flexibly apply the criminal policy of combining punishment with leniency. The third is to constantly improve the way of law enforcement.
