Recently, the Central Committee of the Communist Party of China issued the Regulations on the Study and Education of Party History (hereinafter referred to as the Regulations) and issued a notice requiring all regions and departments to conscientiously comply with it.
The notice pointed out that it is a very important work in the overall situation of the work of the party and the state to carry out the study and education of the party history, and give full play to the role of the party history in learning from the past and educating people. Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and based on the Party Constitution, the Regulations comprehensively regulate the leadership system, work responsibilities, contents, main forms, guarantees and supervision of the study and education of Party history, which is the basic principle for carrying out the study and education of Party history. The formulation and implementation of the Regulations are of great significance in promoting the normalization and long-term effectiveness of the study and education of the Party history, promoting the whole Party and society to learn and use the Party history well, drawing wisdom and strength from the Party history, and achieving the goal of learning history to clarify the truth, increase credibility, uphold morality and practice.
The notice requires that Party committees (Party leading groups) at all levels should conscientiously study, publicize and implement the Regulations, earnestly fulfill the main responsibility of Party history study and education, strengthen the supervision and inspection of the development of Party history study and education, and ensure that all provisions of the Regulations are implemented. Party organizations at all levels should conscientiously implement the requirements of the Regulations, link up the study of the Party's innovative theory and the basic content of the Party's history, the Party's historical conclusions, the Party's historical experience, and the great spirit of building the Party, combine the study and education of the Party's history with the central work, guide Party members and cadres to establish a correct view of the Party's history, and transform the learning achievements into a strong driving force for doing business. The important information and suggestions in the implementation of the Regulations by all regions and departments should be reported to the CPC Central Committee in a timely manner.

general provisions
Article 1 These Regulations are formulated in accordance with the Constitution of the Communist Party of China in order to promote the normalization and long-term effectiveness of the study and education of the Party history, promote the whole Party and society to learn and use the Party history well, draw wisdom and strength from the Party history, carry forward the great spirit of Party building, inherit the red gene, and continue the red blood.
Article 2 To carry out the study and education of the Party's history, and to educate, enlighten, influence and inspire people with the Party's history, is an important way to remember the original mission of the Party, strengthen ideals and beliefs, and promote self revolution. It is also an inevitable requirement for upholding and developing socialism with Chinese characteristics in the new era, and comprehensively promoting the great rejuvenation of the Chinese nation with Chinese modernization.
Article 3 The study and education of the Party history should adhere to the guidance of Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of "two establishment", enhance "four consciousness", strengthen "four self-confidence", and achieve "two maintenance", We should use the Party's history of struggle and great achievements to inspire morale and guide the direction, use the Party's glorious tradition and fine style of work to strengthen faith and gather strength, use the Party's historical experience and practice to create enlightenment wisdom, forge character, and promote the whole Party and society to forge ahead in a new journey and make contributions to a new era.
Article 4 The main tasks of Party history study and education are:
（1） Learn from history and understand truth. Educate and guide Party members to deeply understand why the Communist Party of China can, why Marxism works, and why socialism with Chinese characteristics is good, seek experience, laws, and enlightenment from history, strengthen confidence in the Party's leadership, firmly implement the Party's innovative theory, and unswervingly follow the path of socialism with Chinese characteristics.
（2） Credibility of learning history. Educate and guide Party members to strengthen their faith in Marxism and communism, socialism with Chinese characteristics, and the realization of the great rejuvenation of the Chinese nation, and consciously become firm believers and loyal practitioners of the lofty ideal of communism and the common ideal of socialism with Chinese characteristics.
（3） Learn from Shi Chongde. Educate and guide Party members to cultivate noble moral character, advocate the great virtue of loyalty to the Party, public morality of benefiting the people, and self-discipline, so as to always be loyal to the Party and the people.
（4） Learn from history and practice. Educate and guide Party members to adhere to the practice of tempering the Party spirit, serving the people, and promoting development, constantly improve their political judgment, political understanding, and political execution, enhance their fighting skills, and grasp the historical initiative.
Article 5 The Party history study and education work shall follow the following principles:
（1） Adhere to the overall leadership of the Party;
（2） Insist on centering on the center and serving the overall situation;
（3） Insist on learning from the past and educating people through capital administration;
（4） Insist on overall planning and innovation;
（5） Adhere to classified guidance and precise policy implementation;
（6） Adhere to historical materialism and correct Party historical view.
Article 6 The study and education of the Party history should adhere to the unity of comprehensive focus and key focus, cover the whole Party and face the society. In the study and education of Party members, the focus should be on leading cadres at or above the county level. We will do a good job in educating young people about Party history. We will promote the learning and education of the Party history into government agencies, enterprises and institutions, urban and rural communities, campuses, military camps, new economic organizations, new social organizations and websites.
Chapter II Leadership System and Responsibilities
Article 7 Under the centralized and unified leadership of the Central Committee of the Communist Party of China, the Central Leading Group for Propaganda, Ideological and Cultural Work shall be responsible for overall coordination, overall promotion and supervision of the implementation of the Party history study and education.
The Propaganda Department of the Central Committee, the Organization Department of the Central Committee, the Central Party History and Literature Research Institute and other departments should do a good job in learning and educating the Party history according to their functions and responsibilities.
Article 8 Party committees (Party leading groups) at all levels shall assume the main responsibility for the study and education of the Party history, lead the local departments and units to carry out work, integrate relevant resources, coordinate the forces of all parties, give play to their advantages, and form a joint force.
Article 9 Grass roots Party organizations shall bear the direct responsibility for the study and education of Party history, and integrate the study and education of Party history into daily life.
Chapter III Contents of Party History Study and Education
Article 10 Adhere to the unity of learning the history of the Party and understanding the ideology, conscientiously study Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and study the Party's adherence to the combination of the basic principles of Marxism with China's specific reality The theory and practice combined with the excellent traditional Chinese culture have constantly enhanced the political, ideological, theoretical and emotional recognition of the Party's innovative theory.
Comprehensively study and understand Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively and systematically grasp the basic ideas and scientific system of this thought, grasp the world outlook and methodology of this thought, adhere to and apply the positions, views and methods that run through it, and transform Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into firm ideals, tempering the Party spirit and guiding practice Powerful force to promote work.
Article 11 Carefully study the Resolutions on Several Historical Issues, the Resolutions on Several Historical Issues of the Party Since the Founding of the People's Republic of China, the Resolutions of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party's Centennial Struggle, and the important statements of Comrade Mao Zedong, Deng Xiaoping, Jiang Zemin, and Hu Jintao on the history of the Party, Learn the important statements and instructions of General Secretary Xi Jinping on the history of the Party, understand and grasp the latest statements, evaluations and conclusions of the Party Central Committee on the history of the Party, and consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at the core in ideology, politics and action.
Article 12 Learn the history of the Party comprehensively and systematically, the history of the Party during the period of the new democratic revolution, the period of socialist revolution and construction, the new period of reform and opening up and socialist modernization, and the new era of socialism with Chinese characteristics, the history of the Party's unremitting struggle, the history of fearing no sacrifice, the history of theoretical exploration, the history of benefiting the people, and the history of self construction, Understand and grasp the historical contributions made by the Party to the Chinese people, the Chinese nation, Marxism, the cause of human progress, and the construction of Marxist political parties.
Article 13 Learn and apply the valuable historical experience accumulated by the Party in its long-term struggle, adhere to the leadership of the Party, adhere to the supremacy of the people, adhere to theoretical innovation, adhere to independence, adhere to the Chinese road, adhere to the mind of the world, adhere to pioneering and innovation, adhere to the courage to struggle, adhere to the unified front, and adhere to self revolution.
Article 14 Carry forward the great spirit of building the Party, adhere to the truth, stick to the ideals, practice the original aspiration, take on the mission, be not afraid of sacrifice and heroic struggle, be loyal to the Party and live up to the people, and provide spiritual strength for the construction of a strong country and national rejuvenation.
Article 15 Establish a correct view of the Party's history, carefully study the basic works and authoritative readings of the Party's history, accurately grasp the main theme and mainstream nature of the Party's historical development, correctly understand the major events, important conferences and important figures in the Party's history, correctly treat the mistakes and twists the Party has experienced on the way forward, resolutely oppose and resist historical nihilism, Let the official history become the consensus of the whole party and society.
Chapter IV Main Ways of Party History Learning and Education
Article 16 Party members shall, in accordance with the requirements of the Party Constitution and relevant intra Party laws and regulations, and in accordance with their own reality, study the Party history by reading the Party history works, conducting discussions and exchanges, participating in education and training, visiting red venues, participating in practical activities, etc.
Article 17 The theoretical learning center group of Party committees (Party groups) at all levels should take the Party history as an important part of collective learning and incorporate it into the learning plan.
Article 18 Party schools (administrative colleges), cadre colleges and socialist colleges at all levels should take the Party history as a compulsory course and a regular course in cadre education and training, enrich the course of Party history, enrich the forms of Party history education, and improve the teaching quality of Party history. The main classes, such as refresher classes and training classes, strengthen the learning content of party history. Party history courses are provided for civil servants' initial training, on-the-job training, on-the-job training, etc. League schools should set up Party history courses according to the actual situation.
Article 19 Grass roots Party organizations should incorporate the study and education of the Party history into their annual work plans, carry out the study and education of the Party history through "three meetings and one lesson", theme party days and other forms, and organize at least one study or theme party day with the Party history as the main content every year. In the process of recruiting Party members, we should educate and guide the activists who join the Party to study the Party history carefully.
Article 20 Make good use of the channels of ideological and political theory courses in schools, promote the integrated construction of ideological and political education in universities, middle schools and primary schools, promote the Party's history into textbooks, classrooms and minds, and play the important role of the Party's history in building morality and cultivating people.
Article 21 Make good use of revolutionary museums, memorial halls, party history halls, martyr memorial facilities, revolutionary sites and other red resources, protect and make good use of revolutionary cultural relics, carefully design exhibitions, red tourism routes, learning and experience routes, and strengthen the education of revolutionary traditions, patriotism, and ideological and moral education.
Article 22 Integrate the study and education of the Party history into the propaganda of major themes, and combine it with the propaganda and education of the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation. Strengthen the guidance of public opinion, carry forward the theme, and spread positive energy.
We will do a good job in commemorating important festivals, anniversaries, and major events in the history of the Party. We will do a good job in commemorating the birthdays of the deceased Party and state leaders in accordance with the relevant provisions of the Central Committee of the Party, and carry out commemorative activities for major events in the history of the Party, important figures in the history of the Party, and martyrs.
Article 23 Make good use of books, newspapers, radio, films, television and other media, literature, film and television, music, drama, art and other forms of art, give full play to the educational value of literature and archives, red letters, revolutionary poetry and other words, and encourage all regions to use public space to carry out education in the study of party history.
Make good use of Internet technology and new media means to create media works of party history and enhance the appeal of party history learning and education through the party history website (channel), online memorial hall, microblog, WeChat, short video, mobile client and other network platforms.
Article 24 Make good use of the New Era Civilization Practice Center, county-level financial media center, rural bookstores, staff bookstores and other platforms, and use the forms of seminars, symposiums, knowledge contests, propaganda activities, reading activities, etc. to play the exemplary and leading role of revolutionary heroes, meritorious models, advanced models, and era models, Integrate the learning and education of the Party history into the creation of spiritual civilization and mass cultural activities.
Chapter V Guarantee and Supervision
Article 25 The department of Party history and literature should give full play to the role of the Party's special institution for historical and theoretical research, formulate plans for the work of Party history and literature, organize and carry out research on Party history, compilation of Party history books, publicity and education of Party history, collection of Party history materials, etc.
All departments and units in all regions shall accurately record the work of the Party in their own departments and units in their own regions, and provide data support for the Party history and literature departments.
Article 26 Strengthen the construction of the first level discipline of Party History and Party Construction of the Communist Party of China, and do a good job in personnel training, curriculum provision, faculty building, scientific research, academic exchanges, etc. Strengthen the construction of high-quality courses of party history, establish and improve the library of high-quality courses of party history, and share high-quality resources through online platforms, online classes and other forms.
Article 27 In accordance with the principles of strong politics, excellent business and correct style, a high-quality party history study and education team with reasonable structure and a combination of full-time and part-time work shall be built. Vigorously cultivate outstanding party history talents, especially young talents, and cultivate a group of influential party history experts and party history propaganda talents. We should give full play to the role of veteran cadres, soldiers, experts, teachers and models in learning and educating the history of the Party.
Article 28 The Party committees (Party groups) at all levels, the propaganda departments of the Party committees, the Party history and literature departments, etc. shall strictly implement the responsibility system for ideological work and strictly control politics. Correctly handle the relationship between history and reality, politics and academia, research and propaganda, take a clear stand against historical nihilism and other erroneous thoughts and views, consciously fight against words and deeds such as defaming the image of the party and the country, slandering the party and national leaders, discrediting heroes and models, and distorting the party's history. We must resolutely oppose formalism and bureaucracy, resist vulgarization and entertainment, and prevent "low-level red" and "high-level black".
Article 29 The funds for Party history study and education shall be included in the budget at the corresponding level.
To carry out the study and education of the Party history, we should adhere to the principle of diligence and thrift, make full use of local conditions to organize and carry out relevant activities on the spot, and strictly prohibit tourism with public funds in the name of study and education. It is strictly prohibited to engage in improper business activities through learning and education, and forcibly apportion and subscribe to learning materials such as tutorial books, audio and video products.
Article 30 Party committees (Party leading groups) at all levels should strengthen the supervision and inspection of the implementation of the study and education of the Party history, incorporate it into the responsibility system of Party building, into the target management and assessment system of leading groups and cadres, and into the content of patrol inspection.
Article 31 In principle, Party committees (Party leading groups) at all levels should organize and carry out a comprehensive evaluation of the Party history learning and education every five years, make full use of the evaluation results, and constantly improve the Party history learning and education.
Collectives and individuals who have made outstanding achievements in the study and education of Party history shall be commended and rewarded in accordance with relevant regulations.
Those who violate the relevant provisions of these Regulations shall be dealt with and punished according to the seriousness of the case, regulations and disciplines.
Chapter VI Supplementary Provisions
Article 32 The Central Military Commission shall, in accordance with these Regulations, formulate regulations on the study and education of the Party history of the armed forces.
Article 33 These Regulations shall be interpreted by the Propaganda Department of the Central Committee, the Organization Department of the Central Committee, and the Central Institute of Party History and Literature.
Article 34 These Regulations shall come into force as of the date of promulgation.
