"Every small voice should be heard and valued." The grassroots procuratorates are closest to the masses, and "small cases" often occupy the heaviest share of our daily case handling. We often say that procuratorial work not only deals with cases, but also the life of the parties. In the process of handling a theft case with a case value of only 430 yuan, we insisted that small cases should not be underestimated and small cases should not be handled, which solved a "major event" that has troubled the parties for many years.

"You are so young, why did you steal, and only the coins in the charging pile?" "The coins can directly feed me." This is the dialogue between our "Quick case handling" team and Xiao Wu (alias) when they met for the first time.

After accepting the case, I opened the "resume" of Xiao Wu, and could not help sighing deeply. Since January 2016, in just four years, Xiao Wu has been sentenced to fixed-term imprisonment for theft for many times. The reason why he "returned" to the detention center this time is that he stole coins from the charging post several times after just serving his sentence and was transferred to our hospital for examination and arrest. It can be said that from the age of 18, he has almost been in the cycle of "theft, detention, sentencing and imprisonment" for five years. What is the story behind the asymmetric "bet" of five years and several coins? "Simple cases should be handled quickly, but not simply." We decided to investigate the root cause.

"I...... I am a person without 'identity'." Through patient inquiry and interview, I gradually learned the story behind the case. It turned out that Xiao Wu's birth certificate was lost when he was young due to family changes. In addition, his parents divorced and his father worked outside for a long time, so he has been unable to apply for his ID card and household registration. He didn't grow up with his parents, so he chose to wander around in his rebellious youth. In fact, Xiao Wu's theft is not subjective and vicious. The amount of money committed each time is only enough for him to spend a few days eating. He has been rejected by the employing unit for "no identity" for many times, which has caused great psychological damage to him and he has to return to the road of theft again and again in order to "earn a living".

Make sure Xiao Wu has a new account! I contacted the local police station where Xiao Wu was born and sent a letter to handle the household registration and resident identity card for the suspect Xiao Wu. After receiving the letter, the police station took advantage of the opportunity of the seventh census to carry out identity verification, improve relevant information, and handle his household registration and ID card.

There is one more thing to be thankful for. With the help of the public security organ, I finally got in touch with Xiao Wu's father, who had been looking for his son. On the day of Xiao Wu's release from prison, the father and son hugged each other tightly: "Thank you for helping me find my child and get my hukou. It may be an ordinary thing for others, but it's a 'big thing' for our family!"

Every inconspicuous "small case" is not only related to the future of a person and a family, but also closely related to the vital interests of the people and social stability. How to truly understand the crux of the crime and resolve the "distress" behind the case, I think, is to listen to their stories, enter their world, and write the "procuratorial response" of justice for the people with heart and soul, with the sympathy of "as I am pleading".
