In November 2019, because of emotional disputes with Zhao, Li repeatedly entangled himself by forcing him to drink pesticide and sprinkling gasoline at the door. The fact that he was suspected of provoking trouble was clear and the evidence was really sufficient, so he was arrested by Jieshou Municipal Procuratorate of Anhui Province according to law.  

　　 When handling the case, a doubt haunted the prosecutor. According to the case file materials and the situation of arraignment, when Mr. Li committed the crime, he filled about 10 liters of gasoline in white plastic barrels, some of which was spilled on both sides of the door of Mr. Zhao's house, and the rest of the gasoline was discarded at the crime scene along with the white plastic barrels. Gasoline is flammable. Li has neither a driver's license nor a motor vehicle at home. How did he get gasoline?  

　　 The case handling prosecutor contacted the investigators in a timely manner to further investigate the source of the gasoline used by Mr. Li. It turned out that Mr. Li purchased the gasoline from the local agricultural machinery gas station. When purchasing the gasoline, Mr. Li did not issue any certification materials, and the gas station did not carry out necessary registration of Mr. Li's basic information. There were problems such as inadequate monitoring of the purchase process.  

　　 According to relevant regulations, when purchasing bulk gasoline, individuals need to provide applications approved by relevant departments, personal identity cards, etc., go to the local police station to issue certificates, and then go to the nearest designated gas station to purchase. In addition, the gas station and gas service personnel should supervise the whole process of purchasing gasoline, pay attention to finding and timely report suspicious situations, and truthfully register the names of the people who purchase bulk gasoline ID card number, purchase quantity, purpose, etc.  

　　 According to the facts and relevant regulations, the prosecutor handling the case timely put forward procuratorial suggestions to the public security department, suggesting that the illegal acts of the gas stations involved in the case should be dealt with, strengthening the investigation of illegal sales of bulk gasoline by the gas stations within the jurisdiction, regulating the sales and purchase of bulk gasoline, and eliminating potential safety hazards.  

　　 After receiving the procuratorial proposal, the public security department quickly carried out a special activity to rectify and standardize the sale and purchase of bulk gasoline in the whole city, punished the illegal sale of bulk gasoline to Mr. Li by the agricultural machinery gas station involved in the case, investigated the common problems, and supervised the immediate rectification of those who could rectify on the spot, formulated a rectification list, and determined the specific rectification time limit.  

　　 An inspection proposal urged and regulated the sales and purchase of bulk gasoline within the jurisdiction, effectively ensuring the safety and stability of the social environment.
