Some time ago, Tao Hongbao, the chairman of Anhui Sanzhong Intelligent Technology Equipment Co., Ltd., received the notice of filing issued by the Hefei High tech Zone Public Security Branch, and finally he was able to put his heart down. The case has to be traced back to July 2017. At that time, a project of Sanzhong Intelligent met the problem of financing difficulty in the process of preparing to put it on the market. In desperation, Tao Hongbao found a small loan company and borrowed millions of yuan through intermediaries. However, when Tao Hongbao repaid the principal and interest, he found that the interest of the loan was too high. Seeing that Tao Hongbao was unable to repay the debt, the borrowing company asked for shares to offset the debt, so as to take a stake in Tao Hongbao's company. Suspecting that he had met a "routine loan", Tao Hongbao was ready to report the case to the public security organ, but the other party took the lead in bringing a lawsuit to the court, asking Tao Hongbao to perform the contract and repay the debt. For a while, Tao Hongbao was lost, and Sanzhong Smart Company was also in danger of bankruptcy.

On March 4 this year, the Hefei High tech Zone Procuratorate learned about the situation and took the initiative to comb the case evidence together with the public security. On May 4, the Public Security Branch of the High tech Zone put on record the suspected "routine loan" case, and the Hefei Intermediate People's Court did not support the lawsuit request made by the microfinance company. Tao Hongbao and his company were able to turn the corner.

Hefei High tech Zone is one of the first national high-tech zones approved by the State Council in 1991. There are more than 3000 high-tech enterprises in the zone, 95% of which are private enterprises. With the development of industrial agglomeration, criminal crimes such as infringement of intellectual property rights, occupation of duties and false litigation have become negative factors restricting the development of enterprises. The procuratorate of the High tech Zone implements the integration of procuratorial supervision from case filing to trial. From January to June this year, 195 cases were reviewed and arrested, 348 people were arrested, 350 cases were prosecuted, and 614 people were prosecuted, providing judicial guarantee for the development of private enterprises. Du Wei, the Procurator General of Hefei High tech Zone Procuratorate, said that while handling cases daily, the supervision of case filing, investigation and trial may be carried out simultaneously. In the procuratorial link, we should correct the occurrence of the situation that damages the private economy and infringes the interests of enterprises, and promote the formation of an integrated pattern of protecting the private economy.

In addition, through sorting out the handling of cases, the procuratorate of the High tech Zone has repeatedly communicated with the court and consulted with the court on key and difficult issues in the current work, especially in the aspect of evidence collection, formed the Guidelines for Handling Evidence of Intellectual Property Crime Cases (Draft for Soliciting Opinions), and set up a special intellectual property case handling team, Establish a post court review system for intellectual property related cases, and promote the procuratorial organs to provide accurate rule of law services to enterprises, especially private enterprises.

In recent years, Anhui procuratorial organs have played various procuratorial functions such as approving arrests, prosecuting, and supervising. Starting with the illegal and criminal activities that may be encountered by private enterprises such as "routine loans" and job occupation, they have comprehensively investigated the legal risks in all aspects of production and operation of private enterprises, and issued Ten Opinions of Anhui Procuratorial Organs on Supporting and Promoting the Healthy Development of Private Economy, Build a good business environment for private enterprises by means of the rule of law.
