The People's Procuratorate of Lixin County, Bozhou City, Anhui Province used the "camera+" anti-corruption investigation mode to investigate and handle a case of swindling the state subsidy nest for the renovation of dilapidated houses, and eight "ant greedy" people were found.

This marks the transformation of procuratorial organs' investigation and handling of cases from paper and pencil records to camera records.

For more than ten years, the People's Procuratorate of Lixin County has actively explored the "camera+" anti-corruption investigation and case handling mode, introduced information technology into the process of case handling, and broken through difficult cases.

In this regard, Li Zihui, the prosecutor who investigated the case of Wangtuan Town in the county defrauding the state subsidy for dilapidated housing renovation, has deep feelings.

In March this year, the People's Procuratorate of Lixin County received a real name tip off letter. It was reported in the letter that the low-income families who should be eligible to apply for the national subsidy for dilapidated housing reconstruction failed to enjoy this policy, while the villagers with good conditions were compensated. According to the content of the tip off letter, the prosecutor obtained the list of local subsidies for renovation of dilapidated houses, followed the plan and quietly came to the reported village of Wangtuan Town to investigate. After field inspection, Li Zihui and his colleagues found that the houses of these families obviously did not meet the conditions of the subsidies for dilapidated housing renovation, and they were all related to Xu, the village secretary. After knowing the case, the procuratorial police summoned Xu to the procuratorate.

At the beginning, Xu, like most suspects, either asked questions or kept silent.

"Because we broke through the key witnesses in advance, and we went to the bank to obtain the monitoring, we found that after the subsidies were received, the withdrawers were all Xu, not the low-income households who applied for subsidies for renovation of dilapidated houses, which not only did not comply with the regulations, but also obviously violated common sense. After learning these facts, Xu's ideological defense line collapsed and admitted the fact that he, together with three staff members of the town civil affairs office, defrauded the state of subsidies for the renovation of dilapidated buildings. " Li Zihui told CCTV. com that Xu had colluded with his relatives to apply for funds for the renovation of dilapidated houses in the name of relatives, who later distributed thousands of yuan to relatives, and the remaining 180000 yuan was shared privately with the civil affairs office staff, who bribed the deputy mayor in charge.

"Due to a large amount of investigation and evidence collection in advance, under the camera, we are confident that once we play the cards, the suspects will be caught off guard and their defense line will collapse. But sometimes they have just confessed and quickly repent. If there is no camera to fix and lock the evidence in time, the confession recorded entirely by pen and paper can easily be denied in court for various reasons." Li Zihui said, The effect of this case was so obvious that later three village cadres who had defrauded subsidies for dilapidated houses surrendered themselves. So far, a letter of report led to the case that eight people cheated the state to subsidize dilapidated houses, which saved more than 1 million yuan of economic losses for the state.
