Since the beginning of the special action of "inspecting and protecting people's livelihood" of the Supreme People's Procuratorate, the People's Procuratorate of Bagongshan District, Huainan City, Anhui Province, has given full play to the legal supervision function of public interest litigation and carried out special supervision action of barrier free environment construction.

The People's Procuratorate of Bagongshan District carried out a clue investigation and verification on the potential safety hazards existing in the blind roads of urban main roads such as Caixin Road and Huaifeng Road within its jurisdiction. Prosecutors conducted extensive field mapping on the road surface, and found that some road blocks were damaged, blind roads were interrupted, some blind roads were illegally parked and occupied by motor vehicles and non motor vehicles, and some blind roads were built near the roadside, with a large height gap with the side roads. These blind roads in a "busy" state will always let the elderly and blind people "adventure".

According to Article 56 of the Road Traffic Safety Law of the People's Republic of China, motor vehicles shall be parked at the specified place. It is prohibited to park motor vehicles on the sidewalk; The traffic police will punish the vehicles that do not park according to the regulations and occupy the blind lane according to the law.

On the morning of March 29, the People's Procuratorate of Bagongshan District held a public hearing on the potential safety hazards of blind roads, and invited CPPCC members, urban management staff, people's supervisors, and Yixin volunteers for the public platform to participate in the hearing. Before the meeting, the institute organized participants to check the situation of blind roads on the spot. In order to let everyone have a visual understanding of the potential problems, the Second Procuratorial Department of the Bagongshan District Procuratorate is responsible for measuring the setting of blind roads on the spot with a tape measure. The measurement shows that the width of the blind road is only about 20 cm, far from the 30-60 cm width required by the accessibility design standard, and does not meet the requirement that the blind road and the surrounding roads should be at the same level. Less than 25 cm from the right side of the blind road is a walking step, which has potential safety hazards.

At the hearing, Hu Yong, the head of the public interest litigation procuratorial department of the People's Procuratorate of Bagongshan District and the case handling prosecutor, introduced the early investigation in detail, displayed the on-site photos and other evidence materials, and interpreted and reasoned about the relevant laws. At the same time, it is suggested that relevant administrative units actively perform their supervision and management responsibilities, take effective measures in time, rectify the problems and hidden dangers existing in blind roads, and increase the daily supervision and management of blind roads. During the evaluation, the hearers unanimously agreed with the supervision opinions of the procuratorial organ, and suggested that the administrative unit should make legislative changes to the problems that can be solved immediately, and make measures to solve the problems that need time.

After the hearing, the People's Procuratorate of Bagongshan District publicly announced the delivery of the procuratorial recommendations to the relevant administrative units. The proposed unit said that it fully accepted the problems and shortcomings pointed out in the procuratorial recommendations, would quickly carry out rectification work, actively implement the procuratorial recommendations, and timely reply to the implementation of rectification.
