In order to promote the implementation of the "Fourth Procuratorial Recommendation" of the Supreme People's Procuratorate, strengthen the comprehensive treatment of manhole covers and eliminate hidden dangers in public security, Fengyang County Procuratorate organized a hearing on the public interest litigation of manhole covers on April 26. The heads of the supervised department, the County Housing and Urban Rural Development Bureau, and nine well cover ownership units, such as water supply, power supply, and gas, attended the meeting, and three deputies to the county people's congress and people's supervisors served as hearers.

Before the meeting, the public welfare litigation police of the hospital inspected the main traffic roads in the urban area and made a survey along the way. They found that many manhole covers were uneven with the ground, and the manhole covers were damaged, deformed, loose, and dislocated. It is understood that the ownership of pavement manhole covers is complex. According to the principle of "who owns, who is responsible", the responsibility for the maintenance, management and maintenance of different manhole covers belongs to water supply, drainage, power supply, gas, telecommunications, radio and television and other units. In view of the potential safety hazards and management loopholes of manhole covers within the jurisdiction, the Institute issued inspection suggestions to the County Housing and Urban Rural Development Bureau, which is responsible for overall coordination and supervision, and suggested that the Bureau actively perform its supervision responsibilities, take the lead in coordinating with relevant departments, and timely repair the problematic manhole covers to eliminate potential public safety hazards; Implement the regular inspection mechanism for manhole covers, carry out special rectification actions for manhole covers, strengthen the troubleshooting of safety hazards of manhole covers in urban areas, and ensure that the responsibility for manhole cover maintenance is in place. In order to ensure the effective implementation of the procuratorial recommendations and solve the situation of shifting responsibilities between the responsible units, the court held this hearing.

At the hearing, the prosecutor introduced the relevant cases, publicized the relevant contents of the "No. 4 Procuratorial Recommendation" of the Supreme People's Procuratorate, and interpreted the relevant criminal and civil laws and regulations related to manhole covers. The hearer asked questions about the responsibility, inspection frequency, daily management and maintenance of the manhole cover supervision, as well as the legal basis for relevant units to perform their duties. The heads of relevant departments claimed their respective tasks and expressed their opinions on the inspection and maintenance of manhole covers in combination with their own work practices. The hearer commented that the competent department and the property right unit should take this hearing as an opportunity to perform their respective duties and jointly do a good job in the maintenance of manhole covers. At the same time, it is suggested that the procuratorial organ should follow up and supervise and promote the convergence and integration of management and maintenance responsibilities between various units, effectively eliminate safety hazards, ensure the "safety at the feet" of the masses, and jointly take the "small things" under their feet We will accomplish "great things" that will reassure the masses.

The head of the Housing and Urban Rural Development Bureau of the county said that the issuance of the inspection recommendations was very timely, which increased the attention of relevant departments to eliminating the safety hazards of manhole covers. At present, the damaged manhole covers have been repaired. The next step will be to establish a joint law enforcement mechanism between relevant departments, actively carry out joint and centralized remediation activities, timely eliminate potential public safety hazards, and effectively ensure the people's "safety under the feet". Participants from other ownership units said that they would take the initiative to promote the comprehensive treatment of manhole covers, carry out inspection of safety hazards of manhole covers, strengthen departmental rectification, form a joint force of protection, and promote the improvement of urban management.
