The Regulations on Disciplinary Punishment of the Communist Party of China stipulates punishment for dereliction of duty in fulfilling the political responsibility of managing the party. There are mainly two situations:

1. Negligence in performing the main responsibility and supervision responsibility

According to the Regulations, those who fail to fulfill the main responsibility and supervision responsibility of comprehensively and strictly governing the Party, or who fail to fulfill the main responsibility and supervision responsibility of comprehensively and strictly governing the Party, causing serious damage or serious adverse effects to the Party organization, will be given a warning or serious warning to those who are directly responsible and responsible for leadership; If the circumstances are serious, they shall be given the punishment of removing their posts within the Party or staying in the Party for investigation.

In practice, some places and units have problems in implementing the "two responsibilities", such as the pressure transmission is not in place, not to the end, and decreasing layer by layer. The harm cannot be ignored. For example, some leading cadres of Party members are reluctant to supervise, and ignore their subordinates' wrong words and deeds; Some people worry that the problems of their subordinates will affect their promotion and demand that "the big things become small and the small things become small"; Others, because of their own violations of discipline and laws, failed to grasp the team's backbone and gave up the responsibility of governing the party, resulting in "a string of underlying problems". These party members and leading cadres dare not show their swords, which reflects the problems such as low political position and insufficient political responsibility, and deviates from the important requirements of promoting comprehensive and strict governance of the party to in-depth development.

Party organizations and leading cadres of the Party at all levels should constantly strengthen their political responsibilities, earnestly shoulder the political responsibility of comprehensively and strictly governing the Party, be responsible, responsible, and conscientious, and implement the strict tone, measures, and atmosphere in strengthening education, management, and supervision.

2. Indulge in violating political discipline and rules

According to the Regulations, leading cadres of Party members who do not report, boycott, fight, let go, engage in unprincipled harmony, and cause adverse effects, such as wrong thoughts and behaviors that violate political discipline and rules, will be given warning or serious warning; If the circumstances are serious, they shall be given the punishment of removing their posts within the Party or staying in the Party for investigation.

It is found in the supervision of discipline enforcement that some leading cadres of Party members forget their responsibilities and obligations, are ambiguous about the wrong ideas and behaviors that violate political discipline and rules around them, dare not fight, turn a blind eye to them, do not report in the report, do not criticize in the criticism, do not stop in the prevention, lose the party spirit principles and positions, and blur the boundaries between right and wrong, Cause damage to the cause of the Party.

Leading cadres of Party members do not want unity and harmony. They do not want "harmony". They should have a correct position and a clear attitude on major issues of right and wrong, and dare to speak out and express their own attitude.

The Regulations provide for punishment for acts that violate political discipline and rules, further strengthen political responsibility, and provide disciplinary guarantee for creating a good political ecology and atmosphere and maintaining the ruling position of the Party.

In addition, it should be noted that the subject of this article is the leading cadres of the Party members, and only those who have caused adverse effects can be investigated for Party discipline responsibility. If the circumstances are relatively minor and no adverse effects have been caused, the perpetrators can be criticized, educated or dealt with by organizations.
