The Propaganda Department of the Central Committee of the Communist Party of China held a series of news conferences on the theme of "China's Decade" on July 18. Tong Jianming, Deputy Secretary of the Party Leadership Group and Executive Deputy Procurator General of the Supreme People's Procuratorate, attended the conference to introduce the progress and effectiveness of legal supervision work of procuratorial organs in the new era and answer questions from journalists.  

　　 Tong Jianming said that since the 18th National Congress of the Communist Party of China, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, the procuratorial organs have adhered to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented Xi Jinping's thought on the rule of law, deeply understood the decisive significance of the "two establishment", strengthened the "four consciousness", strengthened the "four self-confidence", and achieved the "two maintenance", Earnestly implement, focus on politics, take the overall situation into consideration, seek development, and focus on self-improvement, actively perform the "four major procuratorial functions" according to law, and strive to provide a strong judicial guarantee for high-quality economic and social development.  

　　 Tong Jianming introduced the procuratorial work from five aspects:  

　　 First, we should coordinate development and security to serve the overall work of the Party and the state. From 2013 to 2021, the number of people prosecuted by the procuratorial organ for serious violent crimes dropped from 108000 to 59000, and the rate of pretrial detention dropped from 61.1% in 2013 to 32.7% in the first half of this year, fully demonstrating the judicial civilization and progress. We explored and carried out the pilot reform of compliance of enterprises involved in the case, and did a solid job of both "love" and "strict management" to prevent "handling the case and collapsing the factory". A number of enterprises involved in the case were reborn and embarked on the track of legal compliance operation.  

　　 Second, we should focus on the people and try our best to relieve their anxieties. The procuratorial organ has zero tolerance for crimes against minors, prosecuting 256000 people from 2018 to June this year. The compulsory reporting and entry inquiry system established jointly with the Ministry of Education and the Ministry of Public Security has been upgraded to legal provisions.  

　　 Third, actively promote the comprehensive, coordinated and full development of the "four major procuratorates", and strive to make the people feel fair and just in every judicial case. In response to the strong response of the people to "serving a sentence on paper" and "getting out of jail with money" and other issues, the procuratorial organ has innovated and established a patrol inspection system to better safeguard fairness and justice "within the wall". Adhere to win-win and multi win, 98% of the matters proposed by the procurator for supervision of administrative public interest litigation have been effectively rectified before litigation, and the "China Plan" for judicial protection of public interest has been constantly improved.  

　　 Fourth, deepen the reform of the judicial system and promote the improvement of the socialist procuratorial system with Chinese characteristics. The procuratorial organ has established the "case to case ratio" quality and efficiency evaluation index, which is known as the "green GDP" to measure the quality and efficiency of judicial cases, and urged prosecutors to seek perfection from the first link of case handling. From 2020 to 2021, a total of 864000 idle procedures will be reduced.  

　　 Fifth, we will continue to strengthen our own construction and consolidate the foundation for the long-term development of procuratorial work. In order to create a clean and upright judicial environment, the procuratorial organs seize the "small cut" of implementing the "three provisions" to prevent judicial interference, gradually tighten it like a screw, and strive to do a good job in the "big article" of prevention and control of human relationship cases, money cases.  

　　 Zhang Xiaojin, Director of the Fourth Procuratorate Office of the Supreme People's Procuratorate, Hu Weilie, Director of the Eighth Procuratorate Office, and Gao Jingfeng, Director of the Legal Policy Research Office attended the press conference and answered questions from reporters about the implementation of the criminal justice policy of "less arrests, more cautious prosecutions and more cautious detentions", the system of pleading guilty to punishment and leniency, the procuratorial work of public interest litigation, and the reform of the judicial responsibility system.
