　　 Strengthen the supervision of law enforcement by the Political and Legal Affairs Committee of the Party Committee      Connection with legal supervision of procuratorial organs  

　　 A few days ago, the Political and Legal Affairs Commission of the Anhui Provincial Party Committee issued the Opinions on Strengthening the Connection between the Law Enforcement Supervision of the Political and Legal Affairs Commission of the Anhui Provincial Party Committee and the Legal Supervision of the Procuratorate (hereinafter referred to as the "Connection Opinions"), in order to build a pattern of law enforcement and judicial supervision led by the Political and Legal Affairs Commission of the Party Committee and participated by many parties, Promote the organic connection and coordination between the law enforcement supervision of the Political and Legal Affairs Committee of the Party Committee and the legal supervision of the procuratorial organs. It is the first time in the system of political and legal committees of provincial Party committees that special opinions have been issued to promote the organic connection between the supervision of law enforcement within the Party and the legal supervision of procuratorial organs 。  

　　 It is reported that the bridging opinion is to implement the spirit of the "Regulations of the Communist Party of China on Political and Legal Work", "Opinions of the Central Committee of the Communist Party of China on Strengthening the Legal Supervision of Procuratorial Organs in the New Era", "Opinions of the CPC Anhui Provincial Committee on Strengthening the Legal Supervision of Procuratorial Organs in the New Era" and other documents, consolidate the achievements of political and legal team education and rectification, normalize Mechanization is a specific measure to promote the special fight against organized crime, reform and innovate the judicial supervision and restriction mechanism for law enforcement.  

　　 There are 9 connecting opinions in total It stipulates the principles and methods that should be adhered to in the connection of the two supervisions, as well as specific matters that need to be submitted to the Political and Legal Affairs Commission of the Party Committee for law enforcement supervision and the procuratorial organ for legal supervision in the connection. The opinion also stipulates how to ensure the effective connection and promote the political and legal units to improve the connection mechanism between administrative law enforcement and criminal justice.  

　　 Emphasis on connecting opinions The cohesion work should adhere to the principles of absolute leadership of the Party, compliance with laws and regulations, fairness and justice, and problem orientation. In terms of the way of connection, the opinion clearly pointed out that the Political and Legal Affairs Committee of the Party Committee should regularly listen to the reports on the legal supervision work carried out by the procuratorial organs, timely handle and give feedback on the law enforcement supervision matters requested by the procuratorial organs, and take the lead in organizing the political and legal units to jointly carry out special supervision activities. As for the legal supervision required by the Political and Legal Affairs Committee of the Party Committee, the procuratorial organ should carefully organize the investigation and verification and report the results in writing within a time limit.

　　 Provisions on connection opinions In carrying out law enforcement supervision, the Political and Legal Affairs Committee of the Party Committee found that the matters that can require the procuratorial organs at the same level to carry out legal supervision include: the law enforcement supervision matters that need the procuratorial organs to start legal procedures according to law, and the prominent problems of law enforcement and justice that need the procuratorial organs to carry out special legal supervision, Political and legal police are suspected of committing crimes in law enforcement and judicial activities and fall within the jurisdiction of the procuratorial organ for investigation, as well as other situations that require legal supervision by the procuratorial organ according to law. The bridging opinion also made it clear that the procuratorial organ can submit specific situations of law enforcement supervision and suggestions to the political and legal committees of the party committees at the same level.  

　　 Requirements for connection opinions The Political and Legal Committee of the Party Committee and the procuratorial organ should strengthen the leadership of the convergence work, timely analyze and judge the key and difficult problems in the supervision work, study the opinions and measures to strengthen and improve the convergence work, and effectively enhance the joint force of supervision.  

　　 Concerned people believe that although there are only 9 bridging opinions in total, they are highly targeted, operational and rigid in the system itself, which is of great significance for implementing the requirements of the Central Committee and the Provincial Party Committee, promoting the construction of the judicial responsibility system for law enforcement in the field of politics and law, and improving the level of law enforcement supervision and legal supervision.
