This is an organizational affirmation and commendation of his personal loyalty to his duties and selfless dedication, and also an encouragement and encouragement to all Wuhu procurators. The lofty professional honor of "National Model Procurator" can not be achieved without the efforts of Comrade Tang Hengming, the careful cultivation of organizations at all levels and the collective solidarity and cooperation of his team, and the opportunity and platform provided by the high-quality development of the procuratorial cause in the new era for the growth of young talents.
Comrade Tang Hengming is one of the outstanding representatives of Wuhu Procuratorate in the new era. He is an example of diligent study and hard study, a model of dedication to work, and an example of active performance and innovative development. At the beginning of 2017, I worked in Wuhu Procuratorate, and was successively in charge of civil procuratorial work, administrative procuratorial work, public interest litigation procuratorial work, criminal execution and other procuratorial work. I was also responsible for contacting Jinghu District Procuratorate, guiding and participating in the handling of many major public interest litigation cases in the city, studying the case clues with Comrade Tang Hengming, studying the evidence collection plan, and formulating the court appearance plan, It is a good learning opportunity for me to observe the performance of the trial, refine the experience of handling cases, witness and empathize with Comrade Tang Hengming's growth, contribution and dedication, and summarize and share his advanced exemplary deeds.
I think that as a national model prosecutor, Comrade Tang Hengming's "advanced exemplary nature" is mainly reflected in his firmness, perseverance and persistence. Comrade Tang Hengming, based on belief, with the original intention as the goal, and with the struggle as the goal, has set up an advanced and exemplary model for us, which can be felt, learned and emulated, specifically in the following three aspects:
1、 Comrade Tang Hengming is a model and an example of strengthening belief and safeguarding justice
The real strength comes from the firmness of his heart. Tang Hengming has a firm belief in the rule of law and a deep sense of procuratorial professionalism. It is precisely because of his firm political belief and lofty career ideal that he can continue to make progress diligently and overcome difficulties in the procuratorial post. In 2007, he was a "screw" type soldier of the procuratorial organ, who was hardworking, patrolling on duty, and handling emergencies in the post of legal police. In 2011, he worked in the Civil Administrative Procuratorial Section, maintained justice and persevered, followed up and supervised more than 100 civil and administrative litigation cases, and tried to defend the last line of defense of fairness and justice. Since July 2015, the public interest litigation has been launched from pilot to full scale. He led the team to take the lead, overcome difficulties, explore and innovate, and successfully handled a series of cases of trans provincial dumping of solid waste polluting the Yangtze River, such as October 12 and January 26, in order to safeguard the public interest and promote ecological environment protection and social governance. In 2023, he took the leadership position in the upper court, took charge of criminal prosecution business, took the lead in handling major gang related cases such as July 28, and resolutely punished the evil and promoted the good with the power of thunder to maintain the stability of one party.
2、 Comrade Tang Hengming is a model and example of adhering to the original aspiration and serving the people with justice
The legal supervision work of procuratorial organs is inseparable from safeguarding the interests of the people, and has a distinct people's attribute. He has always adhered to the concept of "people first", and actively performed his duties to promote the solution of the problem of people's "urgent difficulties and anxieties", so that the procuratorial work can more accurately respond to the wishes of the people, echo the public opinion, and conform to the people's hearts. From the safety management of manhole covers on roads, the removal of residual screws on blind roads, the rectification of electric vehicle flyline charging chaos in residential areas, the protection of personal information in the notice of water and electricity fees collection, to the protection of the Yangtze River, farmland, and revolutionary cultural relics, he and his team's comrades in arms have investigated and collected evidence and bravely displayed their swords. Over the years, he has gone deep into the scene of public welfare damage, not ignoring or ignoring every "small case", which has been recognized by the masses, but also gained the red banner of "law enforcement is the people's heart", and the ability of the case handling team to perform its duties has been improved.
3、 Comrade Tang Hengming is a model and example of persevering in struggle and making progress
When he worked in the district procuratorate, he was a bailiff. His full-time major was agronomy and he was not a law major. In order to meet the professional requirements of procuratorial posts, he tirelessly studied law after busy work, passed the judicial examination with high marks and obtained legal professional qualification. He loved his profession and devoted himself to his profession. He successively took the posts of section chief and deputy procurator general. He always insisted on studying hard and studying procuratorial business. He took the lead in setting an example and educating others tirelessly to cultivate a number of "new procurators". His team was collectively awarded the National Excellent Public Interest Litigation Team (the only one in Anhui), and jointly created a national typical work brand - "Jingwei Wanjiang".
The advanced and exemplary deeds of Comrade Tang Hengming, the national model prosecutor, are inspiring and deeply moving, and are worthy of learning, publicity and promotion. I think we can learn from the following three dimensions about how to learn advanced models and encourage excellence.
First, from the historical perspective
Comrade Tang Hengming's advanced exemplary character will inherit the excellent procuratorial culture of forging ahead all the way, reflecting the inevitability of comprehensive development. In 1985, at the first "Double Pioneers" commendation meeting of the national procuratorial organs, Comrade Wang Qinxian of the Jinghu District Procuratorate took the podium and won the honorary title of "National Model Procuratorial Cadre". In the venue of the tenth "Double First" commendation conference of the national procuratorial organs 38 years later, Comrade Tang Hengming again wore a red ribbon of commendation and won the honor. This is an important achievement that Wuhu procuratorial organ attaches importance to the training of procuratorial professionals. I am also very honored to have precious and unforgettable working experience with two national advanced model figures in the history of Wuhu procuratorial work (in the 1990s, Comrade Wang Qinxian served as the people's assessor in Jinghu District Court after retirement, and I was the clerk of the District Court at that time), Let me personally feel the excellent character and outstanding demeanor of advanced model figures, and deeply realize that the procuratorial spirit of "success does not have to be me, success must have me" is continuing for a long time, and the excellent and unique procuratorial culture is shining.
Second, from the perspective of reality
Comrade Tang Hengming's outstanding achievements in handling cases are a vivid interpretation of the basic value pursuit of "handling each case well with high quality and efficiency", and highlight the necessity of implementing the concept of judicial work in the new era. In the past 16 years, Comrade Tang Hengming has insisted on being highly responsible for every case and every party involved. He has worked hard to handle cases with good "three effects". Ten cases sponsored or led by him have been selected as typical cases in the country and the province. The requirement of "handling each case with high quality and efficiency" should be the conscious pursuit of Wuhu prosecutors, run through the whole process of the "four major" procuratorial work, and be implemented in all links of the performance of duties and handling of cases, so as to effectively safeguard the fairness and credibility of law enforcement and justice.
Third, from the perspective of development
Comrade Tang Hengming's struggle course has strengthened our confidence and determination to implement the talent inspection strategy on the new journey of the new era, and demonstrated the directivity of high-quality development path selection. Comrade Tang Hengming is a national model prosecutor, and also one of the outstanding representatives of Wuhu prosecutors. It is just one prosecutor after another like him who perseveres, continues to struggle, and works together to promote the vigorous development of Wuhu's procuratorial cause. The new era calls for new action. On the new journey, we will thoroughly implement the important discourse spirit of General Secretary Xi Jinping on the construction of the political and legal team, forge a strong procuratorial team strictly and practically, give full play to the exemplary and leading role of advanced model figures, and let the advanced model spirit be inherited and carried forward. We should further create conditions and provide a stage for the growth of young talents, so that "everyone can become a talent and everyone can display their talent" becomes a common practice, effectively transform talent resources into a strong driving force to promote the high-quality development of Wuhu procuratorial, and contribute more high-quality procuratorial products to speed up the construction of Wuhu as a provincial sub central city.
