   Comrade Su Yiran  

   Comrade Su Yiran, an outstanding member of the Communist Party of China and a loyal communist fighter, the former member of the Central Advisory Committee of the Communist Party of China, the former director of the Advisory Committee of the Communist Party of Shandong Province, and the former secretary of the CPC Shandong Provincial Committee, died at 5:14 on June 7, 2021 at the age of 103. On June 11, the farewell ceremony for Comrade Su Yiran's remains was held in Jinan Funeral Home.  

   Su Yiran, male, born in 1918 in Longshan Town, Cangxi County, Sichuan Province, Han nationality. He joined the Communist Party of China in December 1936. During the Anti Japanese War, he successively served as the Secretary General of the Social Department of the Northern Branch of the Communist Party of China, the Director of the Social Department of the Pingxi Local Party Committee, the Deputy Director and Director of the Zhangjiakou Public Security Bureau. In 1949, he served as the Minister of the Social Department of the Party Committee of Wannan District.  

In June 1950, he served as the Procurator General of the People's Procuratorate of Southern Anhui Province; in August 1952, he served as the Procurator General of the People's Procuratorate of Anhui Province and the Director of the Provincial Public Security Department; from November 1953 to September 1954, he served as the Secretary of the Party Leadership Group and Procurator General of the People's Procuratorate of Anhui Province (in December 1954, the People's Procuratorate of Anhui Province was renamed as the People's Procuratorate of Anhui Province)
In 1955, he served as the director and secretary of the Party Leadership Group of Anhui Provincial Planning Commission. In 1958, he served as alternate secretary of the Secretariat of the CPC Anhui Provincial Committee and vice governor of Anhui Province. Later, he was transferred to the posts of Vice Governor, Governor and Secretary of the CPC Shandong Provincial Committee.

   Comrade Su Yiran was the first Procurator General of the People's Procuratorate of Anhui Province after the founding of the People's Republic of China.    ——An Interview with Comrade Su Yiran, the First Procurator General of Guangdong Province

   On November 20, 2014, it was a fine winter day. On that day, we were lucky to interview Comrade Su Yiran, the first old procurator general of our province. In a small building in the dormitory compound of the Shandong Provincial Party Committee, the 97 year old old man Su Lao greeted us with a smile. Although Su Lao is nearly a hundred years old, he is hale and hearty, with white hair and childlike appearance, and a straight back. The old man is very talkative, and he opened the conversation box with enthusiasm. He talked with us for nearly an hour, greatly breaking the original 30 minute interview, Decades of revolutionary career, like smoke of the past, unfolds slowly like clear pictures  

   Su Yiran, a native of Cangxi County, Sichuan Province, was born into an ordinary peasant family in November 1918. In June 1933, a 15-year-old young man from Sichuan walked out of the boundless Dabashan Mountain, participated in the revolution, and joined the torrent of the Chinese revolution with his blood and loyalty. He has gone through such historical periods as the Agrarian Revolution, the War of Resistance against Japan, the War of Liberation, the socialist revolution and construction, and reform and opening up. With the development of the Chinese revolution, he has left a long series of shining life footprints in the war of breaking the shackles of the old China and in the construction of a beautiful homeland in the new China.  

   The old Soviet has held many important leadership positions and made important contributions to the cause of the Party and the people. During the revolutionary war, the old Soviet Union joined the Red Army in the Long March. He has successively held important positions in the CPC North Branch, the CPC Shanxi Chahar Hebei Social Department, Pingxi Prefecture Committee, Zhangjiakou City, Hebei Province, and the CPC Laiyuan, Mancheng, and Wanxian County Committees in Hebei Province. In January 1949, he went south to Anhui to be the Procurator General and Director of Public Security of Wannan Administrative Office. In 1952, he was the Procurator General of the Provincial People's Procuratorate and Director of the Provincial Public Security Department In 1955, he served as the director of the Provincial Planning Commission. In 1957, he served as Deputy Governor and Alternate Secretary of the Secretariat of the Provincial Party Committee. In October 1960, he was transferred to Shandong Province as Deputy Governor and Director of the Planning Commission, Secretary of the Secretariat of the Provincial Party Committee, Deputy Director of the Provincial Revolutionary Committee, Deputy Secretary of the Provincial Party Committee, Governor, Secretary of the Provincial Party Committee, Director of the Provincial Advisory Committee and other important leadership positions.

   On March 7, 1951, the Civil Affairs Department of the East China Military and Political Commission appointed Su Yiran as the Procurator General of the Southern Anhui District Procuratorate.  

   Sue is always our respected elder. We asked Mr. Su to talk about his work in Anhui. When recalling the past, Mr. Su still has fresh memories, as if he had returned to those unforgettable years when he worked in Anhui for 10 years. Su Lao said: "In January 1949, the Central Committee decided to send cadres to the south with the army. I took the initiative to apply for the first batch of cadres to go south to Anhui, and served as the head of the social department of the Wannan District Party Committee, the head of the public security bureau and the attorney general of the Wannan Administrative Office. In 1952, after the merger of southern Anhui and northern Anhui, I served as the provincial attorney general, the head of the public security department, and the director of the provincial political and legal office."  

   Su Lao said that from 1949 to 1954, he was the Procurator General of Anhui Provincial People's Court and Director of the Public Security Department. I was only over 30 years old. At that time, in the early days of the founding of the People's Republic of China, there were a lot of things to be done. The task was very heavy, and the law was not perfect. All of them depended on the guidance of documents. At that time, there were only more than 30 people in the provincial procuratorial office, which only increased to more than 50 in 1953. There are only three internal departments: one is responsible for handling special counter revolutionary criminal cases, war criminals and traitors, and the labor reform prison; One division is responsible for the handling of general criminal cases, the prosecution of cases of violations of law and discipline by public servants, and civil cases; Another is the office, which is responsible for handling official documents, administrative affairs management of organs, handling people's letters and visits and other matters. The procuratorial work in the province is in the initial stage

   In the early days of the founding of the People's Republic of China, during the period of "suppressing counter revolutionaries", some comrades were leftist and demanded that all Kuomintang officers be shot. The Soviet Union adhered to the policy of seeking truth from facts and combining leniency with severity. Later, the Central Committee issued a guiding document in time, and the practice of Mr. Su was in line with the spirit of the superior document, which was affirmed. Later, these personnel also played a due role as witnesses in the cadre screening work. Under the circumstances at that time, it was rare and valuable to be able to seek truth from facts and treat them differently. The old man told us that some comrades who had opinions about his "cautious killing" at the beginning also realized their extreme views and said to the old man, "You are still smart and did the right thing".  

   Su Lao also mentioned the "Chang XX Incident" in 1952. Chang XX was the deputy director of Hefei Public Security Bureau at that time. The cause of the incident was that at the time of liberation, Hefei private theaters had to reserve several front row seats for the public security bureau every night so that the public security personnel could "maintain order". In fact, they were "watching white opera", which was a stereotype of local theaters in the old society. The old rule was abolished after the theater was changed to state-owned. One night in October, Hefei public security personnel retaliated against the theater by checking the residence registration, arresting several actors. Chang XX also played an attitude towards the theater and said some irresponsible words, which were actually "playing with privileges".  

   When Old Su learned of this situation, he thought that the Public Security Bureau had done something wrong, and asked for the immediate release of the person and confessed to the arrested actor to recover the influence. However, due to the slow action of the Public Security Bureau, the theater still filed a complaint with the East China Bureau. One day in January 1953, Jiefang Daily in Shanghai published an investigation report on the Chang XX incident, naming and criticizing the Anhui Provincial Public Security Department and the Propaganda Department of the Provincial Party Committee for being "careless" and "vague" in dealing with problems. The matter attracted the attention of the East China Bureau and the Ministry of Public Security. "Later, the Secretary of the Provincial Party Committee led me to report the handling process to the main leaders of the East China Bureau and the Ministry of Public Security, which clarified the truth". This matter reflects that Old Su is resolute in correcting the "privileged thought" of the public security organs, never protects their shortcomings, and can face up to the supervision and criticism of public opinion.

   Su Lao said, "The provincial party committee also sent me to deal with mass incidents such as looting and rioting.". In the spring of 1950, a mass looting of the government's grain depot occurred in Guangde County, southern Anhui Province. "The provincial party committee decided to send me to recover the looted grain. After investigation, I felt that it was the spontaneous looting of the grain depot by the masses. There was no background for the instigation of enemy agents, so I had to do more persuasion work to mobilize the masses to send back the grain, instead of using simple and crude methods to force the masses. The main leaders of the provincial party committee at that time agreed with my opinions and handling methods. After repeated mobilization, it was made clear to the masses that this grain depot was used to prepare for the famine and prepare for them to spend the spring famine. After the masses understood the reason, they returned most of the looted grain and calmed the situation. "This can be seen from the high level of the old Su who was good at doing mass work and resolving contradictions among the people.  

   In July 1954, a large-scale event called "Maoren Shuigui" took place in Anhui. "The provincial party committee asked me to take compulsory measures to refute rumours and arrest the leading rumour mongers. At first, I thought it was a mass superstition activity, and we should carry out persuasion and education. We should not take measures easily. As a result, the situation expanded, and it went all the way to Hefei. I was criticized. Later, I decided to take decisive measures to arrest a group of leading rumour mongers, which soon put an end to the incident and maintained social stability." Mr. Su corrected when he knew his mistakes, and his magnanimous behavior was commendable.  

   In April 1955, Su Yiran was transferred to the post of director of the Anhui Provincial Planning Commission. In 1957, he became a member of the Standing Committee of the CPC Anhui Provincial Committee and a deputy governor. Since then, he has left his political and legal posts and turned to economic work Su Lao said, "In 1958, there was a large-scale project to rush to build buildings and museums in Anhui, which made a lot of manpower and material resources unavailable for the construction of farmland water conservancy projects. At that time, the provincial party committee asked me to stop the construction work. I immediately proposed that to stop this trend, first of all, we should stop the construction of the provincial party committee's guesthouse. The provincial party committee agreed with me and stopped the construction of the provincial party committee's guesthouse that has completed half of the project. The provincial party committee took the lead, and the work of all localities and other units was also easy to do. It successfully completed the construction of buildings and museums in the province, gathered the human and material resources of the province, and successfully completed the large-scale construction of farmland and water conservancy projects in the province.  

   In our conversation with Su Lao, we felt that Su was always a calm, steady, modest, pragmatic person who did not know how to go to school, was willing to be a student, had an open mind, and did not engage in "official prestige" and "official frame". From political and legal work to economic work, he served as the director of the provincial planning commission. Old Su felt that he was not competent because of his own expertise. After reporting to the organization, the organization assigned him a comrade who understood finance and economy as the deputy director of the planning commission. The old man earnestly said to the comrade that he was responsible for the daily work. In this year, he decided on major and minor matters, "I observed and learned from the sidelines, and asked him for advice on everything I didn't understand. If I had to ask for instructions and report to the provincial party committee, I would ask for instructions and report".  

   After a year of modest learning, "I really took the job of director of the Planning Commission in the second year". Su Lao said that at that time, it was time to plan the Provincial Agricultural Development Outline and prepare the second "Five Year Economic Development Plan of the Province". After two years of investigation and research, he organized the drafting of these two important documents and reported them to the provincial party committee for discussion and revision for many times. "Because of this opportunity, I learned a lot, got familiar with many aspects, stored a lot of knowledge, and improved my ability to deal with practical problems.". In 1960, Mr. Su was appointed as Deputy Governor and Director of the Planning Commission of Shandong Province. Later, he worked hard in Shandong for 28 years, successively serving as Governor, Secretary of the Provincial Party Committee, Director of the Provincial Advisory Commission, etc. Retired in 1997, the old man now lives a happy old age in peace. His wife is 88 years old, and he was an old cadre during the Anti Japanese War. His children have all got married and had many children.

   An hour passed before we knew it, and our interview with Su Lao was about to end. Su Laoyi still hasn't finished, and he also provided us with some precious historical materials such as objects and photos of the year. We asked Old Su to inscribe for our hospital, and Old Su also readily agreed to wear presbyopia glasses and write down "May the procuratorial organs of Anhui Province play a greater role in governing the country according to law" The inscription encourages us to perform our duties and give full play to the role of procuratorial organs. We presented Old Su with a beautiful picture album edited by our hospital reflecting the changes of the procuratorial work in Anhui. Old Su looked at it carefully and repeatedly exclaimed: "Anhui prosecutors have changed too much. Your office building is too beautiful." , expressing their satisfaction.  

   In order not to affect the elderly's rest, we reluctantly bid farewell to the old man. On the way back from Mr. Su's simple and warm home, all the comrades in the interview group felt that the trip was worthwhile and benefited a lot. My heart could not be calm for a long time. From Mr. Su, we can feel the firm belief of the older generation of revolutionaries that they are loyal to the Party and the people, the noble quality of seeking truth from facts and daring to take responsibility, and the fine style of hard work to connect with the masses The Su Lao, who participated in the revolution since 1933, has gone through the whole process of the magnificent Chinese revolution and construction, and is a participant and witness of major events in different historical periods of this stage. However, in his talk with us, the old man did not take pride in his own merits or "official airs". Instead, he had the special kindness and peace of the old people and the nostalgia and nostalgia of ordinary people. He also asked us about the old leaders and comrades in Anhui and asked us to greet them one by one. When we asked Su Lao to write an inscription and take a group photo, he happily agreed and asked us what else we needed him to do. We were deeply moved. Let us always remember the respected old Procurator General, always inherit his revolutionary spirit and glorious tradition, and keep moving forward along the cause created by the revolutionary predecessors
