   Establishment of the People's Procuratorate  

   According to the provisions of the Common Programme of the Chinese People's Political Consultative Conference and the Organic Law of the Central People's Government of the People's Republic of China, the Central People's Government Committee organizes the Supreme People's Procuratorate as the highest procuratorial organ of the country. The functions and powers of the Supreme People's Procuratorate are as follows: "The Supreme People's Procuratorate bears the highest procuratorial responsibility for strictly abiding by the laws of government agencies, public servants and the whole nation." On November 1, 1949, the Supreme People's Procuratorate officially opened

   The office of the Supreme People's Procuratorate is located at No. 72, Ministry of Justice Street, Beijing. It was demolished in 1958.  

   Establishment of the Supreme People's Procuratorate  

   On October 22, 1949, the procuratorial committee meeting of the Supreme People's Procuratorate held its first meeting in Zhongnanhai Diligent Palace. The meeting was presided over by Luo Ronghuan and attended by all members. Luo Ronghuan Announces the Establishment of the Supreme People's Procuratorate And requested that the outline of the organization of the procuratorial office should be formulated as soon as possible, and institutions should be established as soon as possible to carry out procuratorial work. The meeting discussed the organizational structure and cadre allocation of the Supreme People's Procuratorate, and elected Li Liuru, Lan Gongwu, Luo Ruiqing, Yang Qiqing and Zhou Xinmin as the drafters of the organizational outline of the Procuratorate.  

   On November 1, 1949, the Supreme People's Procuratorate officially opened the seal. The next day, the procuratorial committee meeting of the Supreme People's Procuratorate passed the Organic Regulations of the Supreme People's Procuratorate of the Central People's Government for Trial Implementation and submitted it to the Central People's Government for approval. On December 20 of the same year, Chairman Mao Zedong of the Central People's Government approved this regulation, which was the first separate regulation on the procuratorial system in New China.

   The Supreme People's Procuratorate was officially opened in accordance with the seal order issued by the Central People's Government to activate the "Supreme People's Procuratorate of the Central People's Government"  

   Establishment of local people's procuratorates at various levels  

   On January 29, 1950, the Central Committee of the Communist Party of China forwarded the Circular of the Supreme People's Procuratorate on the Establishment of Institutions and the Development of Work, requiring the central bureaus and sub bureaus of all regions, as well as the provincial and municipal committees to ensure their implementation. The Circular puts forward the policy of focusing on establishment and gradual development, and determines the names and settings of organs at all levels.  

   On February 21, 1950, Chairman Mao Zedong of the Central People's Government approved the Outline of the 2050 Work Plan of the Supreme People's Procuratorate, which clearly stated that the first task of procuratorial organs in 1950 was to establish procuratorial organs at all levels.  

   In order to speed up the establishment of procuratorial organs and the allocation of procuratorial cadres, in August 1950, Chairman Mao Zedong of the Central People's Government approved the Interim Measures for the Appointment and Removal of Staff of Procuratorates at All Levels formulated by the Supreme People's Procuratorate.  

   In view of the slow progress in the establishment of procuratorial organs in some places, the Central Committee of the Communist Party of China once again issued the Instruction on the Establishment of Procuratorial Organs to the whole party on September 4, 1950, stressing that procuratorial organs are the national legal supervision organs and the important weapons of the people's democratic dictatorship, which must be paid attention to, and called for the establishment of people's procuratorates at all levels in 1951.  

   In 1950, the Central Committee of the Communist Party of China issued instructions and issued documents with the approval of Chairman Mao Zedong of the Central People's Government to urge the construction of procuratorial organs four times. This fully shows that the CPC Central Committee and the Central People's Government attach importance to procuratorial work. At the end of 1950, all the procuratorial branches of the Supreme People's Procuratorate in the five major administrative regions of the country were established, 47 procuratorial organizations were established in 50 provinces, municipalities directly under the Central Government and administrative regions at the provincial level, and people's procuratorial offices were established in some key special regions, cities and counties
