In his speech, Procurator General Yao Wenwen pointed out that minors are the sustenance of hundreds of millions of families, the hope of the country and the nation, and the historical mission of realizing the "Chinese Dream". It is the common responsibility of the whole society to do a good job in the juvenile procuratorial work, and it needs to promote the broad participation of all social forces. In terms of doing a good job in joint construction, Yao Wenwen, the Procurator General, raised four hopes: first, improve the position and deepen understanding; Second, clear thinking and clear goals; Third, highlight key points and implement responsibilities; Fourth, improve the mechanism and strengthen the guarantee.

It is understood that the joint construction of the procuratorial corps will be carried out under the Cooperation Framework Agreement on Building a Social Support System for Juvenile Procuratorial Work issued by the Supreme People's Procuratorate and the Central Committee of the Communist Youth League. The purpose is to give play to the social mobilization advantages of the Communist Youth League, strengthen the construction of the social support system for juvenile procuratorial work, and effectively prevent juvenile delinquency, Realize the cooperation and connection between professional case handling and social protection.

The Agreement proposes that the procuratorate will strengthen the organization construction of the Communist Youth League, appoint young police officers to actively participate in social welfare activities, and help the Communist Youth League carry out judicial social work education and training; Earnestly implement the responsibility system of law popularization of "who enforces the law, who popularizes the law", deeply promote "the rule of law into the campus", assist the Communist Youth League to strengthen the ideological and moral construction of minors, jointly safeguard the legitimate rights and interests of minors, and continue to deepen the construction of "youth rights protection post". The Communist Youth League will, in due time, assign its staff to assist the procuratorate in carrying out the investigation and education of conditional non prosecution, social investigation, the presence of suitable adults, the hearing before prosecution, victim assistance and other minor procuratorial work. The two sides regularly reported the cooperation issues, analyzed and judged the situation of the protection of minors' rights and interests, and studied and solved new situations and problems encountered in the work by establishing a system of discussion and coordination meetings, procuratorial liaison officers, and "surrogate parent database". The two sides will seek the support of party and government organs, enterprises and public institutions, build a youth rule of law education base and a juvenile care base, and actively explore the construction of juvenile judicial social service institutions.

The signing of the Agreement marks that the juvenile procuratorial work in the county has broken the old pattern of the procuratorial organ playing a one-man show, opened a new era in which both the professional case handling mechanism and the social support system are built, and is also a new exploration of the juvenile procuratorial work in the city
