Recently, the People's Procuratorate of Huainan City, Anhui Province, held a special promotion meeting to organize the study and study of this provision and meticulously organize its implementation in the city in order to fully implement the "Regulations on Simultaneous Audio and Video Recording of People's Procuratorates' Hearing Opinions on Handling Cases of Confession of Crime and Punishment" issued by the Supreme People's Procuratorate.  

　　 In order to further optimize the negotiation process of confession, punishment, prosecution and defense and the prosecutor's language in the negotiation process, the Huainan People's Procuratorate has formulated the Work Flow of Synchronous Audio and Video Recording of Hearing Opinions on Cases of Confession, Punishment, and Confession, which includes "synchronous audio and video recording notification", "protection of the right to defense", "relevant provisions of the system of notification of confession, punishment and leniency" The nine aspects of "legal interpretation of facts, charges, handling decisions, sentencing suggestions", "listening to the opinions of criminal suspects, defenders, and lawyers on duty", "signing a written commitment", "informing the legal consequences of estoppel", and "the end of simultaneous recording" are standardized to provide a model for the prosecutor's language in the process of prosecution defense negotiation.  

　　 After the promulgation of the regulations, the Huainan People's Procuratorate quickly convened the city's criminal procuratorate police to set up special classes for concentrated study, and comprehensively implemented the synchronous recording and video work of pleading guilty to punishment in the city.  

　　 On December 30, Shou County People's Procuratorate and Fengtai County People's Procuratorate, under the guidance of Huainan City People's Procuratorate, took the lead in conducting synchronous audio and video recording of confession and punishment according to the Work Flow of Synchronous Audio and Video Recording of Hearing Opinions on Cases of Confession and Punishment. The prosecutor in charge informed the relevant provisions of the leniency system for the criminal suspect to plead guilty and plead guilty, explained the legal nature and legal consequences of pleading guilty and pleading guilty, and made a detailed description of the specific calculation process of the term of imprisonment for the criminal facts, charges and sentencing suggestions recognized by the procuratorial organ. The suspect said that he would voluntarily plead guilty and accept punishment, and signed a written statement of guilty and accept punishment in the witness of the lawyer on duty. The whole process of the confession and punishment hearing was synchronized with the audio and video recordings, and the investigators sealed the audio and video recordings for filing.  

　　 The lawyer on duty said that the Huainan two level procuratorial organs standardized the negotiation process of confession and punishment by establishing rules and regulations, effectively guaranteed the authenticity and voluntariness of criminal suspects' confession and punishment, and more fully reflected the procuratorial organs' respect for the right to defense.  

　　 Rui Hongjun, the chief procurator in charge of the criminal procuratorial work in Huainan, said, "From this point of view, the procuratorial organs in the whole city have comprehensively carried out the synchronous recording and video recording work of hearing the opinions of pleading guilty and accepting punishment in criminal cases. We will further explore and practice, and further improve the working mechanism of simultaneous recording and video recording of the opinions of pleading guilty and accepting punishment."
