　　 In order to conscientiously implement the system of pleading guilty, accepting punishment and granting leniency, and further promote the handling of criminal cases in the prompt adjudication procedure, recently, the People's Procuratorate of Yixiu District, Anqing City, Anhui Province, the Traffic Police Detachment of Anqing Public Security Bureau, the People's Court of Yixiu District, and the Yixiu Branch of Anqing Public Security Bureau jointly signed the Implementation Opinions on the Quick Handling Mechanism for Criminal Cases of Dangerous Driving (Trial) Opinions on the Implementation of the Rapid Handling Mechanism for Traffic Accident Criminal Cases (Trial) (hereinafter referred to as the "two Opinions").  

　　

　　 The two Opinions pointed out that, When handling criminal cases of dangerous driving and traffic accidents, the facts of the case are clear, the evidence is reliable and sufficient, and the criminal suspect or defendant voluntarily pleads guilty and accepts punishment and agrees to apply the expedited adjudication procedure, the expedited adjudication procedure shall be applied; For criminal cases of dangerous driving and traffic accidents that meet the applicable conditions of the expedited adjudication procedure, the public security organ shall collectively transfer them to the People's Procuratorate for examination and prosecution every month, the People's Procuratorate shall centrally prosecute, and the People's Court shall centrally try and pronounce judgments in court.  

　　 The two Opinions are clear, For traffic accident cases that are proposed to make a decision not to approve arrest or prosecute, and for dangerous driving cases that are proposed to make a decision not to prosecute, the procuratorial organ may gather once or twice a month to invite NPC deputies, CPPCC members, people's supervisors, special procurators, expert consultants, people's mediators and other personnel to participate in public hearings, and the public security organ shall cooperate according to law;   The people's court applies the expedited adjudication procedure to hear cases of dangerous driving and traffic accidents. The judge alone can try the cases. Remote video sessions, multi case centralized sessions and other court trials can be used to simplify the court trial process;   The people's court strengthened communication and cooperation with the public security organ and the people's procuratorate, promoted the criminal suspect to reach a reconciliation agreement with the victim or compensate the victim for economic losses, obtained the victim's understanding, reviewed the legality and rationality of the compensation agreement according to law, and paid attention to the implementation of the agreement as a way for the people's procuratorate to judge whether the criminal suspect pleaded guilty, pleaded guilty to punishment Put forward important considerations for sentencing suggestions, and take them as the sentencing circumstances of the people's court's criminal judgment.  

　　 The two Opinions require that, We will improve the construction of the public security organs' law enforcement and case handling management centers, procuratorial offices and fast courts, explore the establishment of the mechanism of direct criminal prosecution and one-step court attendance, and quickly try minor criminal cases; Make full use of the intelligent auxiliary case handling system of criminal cases to realize the information-based circulation of the electronic files of the public security organ, the procuratorate and the law. Through the scanning and entry of evidence files and the high integration of the public security organ, the procuratorate and the law network platform, realize the online transfer of electronic files, and further improve the case circulation speed and the in-depth application of electronic files.
