Suzhou, Anhui: check problems, remedy weaknesses and promote procuratorial work

On April 14, Suzhou Procuratorate held the first procuratorial work scheduling meeting of the city's procuratorial organs in 2020.

On April 14, Suzhou Procuratorate held the first procuratorial work scheduling meeting of the city's procuratorial organs in 2020.

At the meeting, the chief procurators of the grass-roots procuratorates in Suzhou mainly reported the problems, weaknesses and plans for the next step in the procuratorial work in the first quarter. The relevant responsible persons in charge of the business work of the Suzhou Procuratorate made comments on the work in charge and line work, and put forward requirements for the next step of work.

In order to implement the overall working idea and achieve the objectives and tasks of the whole year, Xu Huabing, acting as Procurator General of the Municipal Procuratorate, put forward the requirements of "Eight Haves":

First, we should improve our mental state. It is necessary to boost the spirit, always maintain a high spirited state of mind, further clarify the thinking, seize the momentum, strive hard, and quickly open the breakthrough of difficult and key work.

Second, analyze the weak points of the short board. It is necessary to thoroughly, comprehensively and objectively analyze the outstanding problems and weaknesses in the work, identify the gaps, deeply analyze the strengths and weaknesses, supplement the weaknesses, update the data, increase the highlights, and complete all tasks on time with quality and quantity guaranteed.

Third, there should be a list of objectives and tasks. It is necessary to further clarify and detail specific objectives and tasks according to the requirements of the superior's work deployment and various core business indicators, comprehensively implement the list system, and ensure that the work has ideas, plans, deployment, scheduling, supervision and implementation.

Fourth, we should take action in the overall service situation. We should adhere to the principle of not slackening our efforts, not reducing the efficiency of handling cases, not reducing the quality of cases, and not only the bright spots of our work, but also push forward the special fight against crime. We should conscientiously implement the "351" project of the provincial procuratorate, focus on three key points, three special projects, three activities, etc., and help the city to win "double victories" in war, epidemic and poverty, and "double harvests" in resuming production.

Fifth, we should strengthen the supervision of litigation. In terms of criminal prosecution, we should focus on issues such as non prosecution after arrest, innocence, high rejection rate, and "case to case ratio" rising rather than falling, and strive to improve the quality and efficiency of work. In terms of civil procuratorial work, we should focus on precise supervision and in-depth supervision, and dig deep into the clues of the judges' violations and crimes in false lawsuits. In terms of administrative procuratorial work, we should focus on the two special supervisions of administrative non litigation execution and substantive resolution of administrative disputes, and solve the problem of weak supervision of grass-roots procuratorates. In terms of public interest litigation procuratorial work, we should regularly carry out public interest litigation "looking back" work; It is necessary to focus on the annual key tasks of the Food and Drug Administration and the ecological environment department, and effectively solve the problem of narrow sources of case clues.

Sixth, we should be effective in standardized management. We should adhere to the problem oriented, process oriented, goal oriented, and result oriented approach, deepen the "three cases" warning education, and constantly improve the system of procuratorial power operation supervision and internal management of organs.

Seventh, we should make progress in innovation and development. In terms of juvenile procuratorial work, it is necessary to implement unified and centralized handling of juvenile procuratorial business. In terms of the application of the system of leniency in pleading guilty and punishment, it is necessary to further explore the improvement of the application rate, and to raise the adoption rate of suggestions for determining punishment and sentencing and the rate of the defendant serving the sentence.

Eighth, we should be responsible for advancing our work. We should adhere to strict inspection, focus on the "key minority" and the continuous violation of discipline and law by prosecutors, the increasing risk of integrity in judicial case handling activities, and the weakening of supervision over police officers beyond eight hours, strengthen daily supervision and inspection, strengthen political inspection, and resolutely curb violations of discipline and law with stricter and more practical measures.
