1、 Revision background

The management of clinical application of medical technology is an important part of modern hospital management system, which is of great significance to standardize clinical application of medical technology and ensure medical quality and safety. In 2019, the Commission issued the Rules for the Implementation of the Administrative Measures of Zhejiang Province on the Clinical Application of Medical Technology, which added five technologies, namely, interventional diagnosis and treatment of cardiovascular diseases, interventional diagnosis and treatment of cerebrovascular diseases, osteofacial contouring, artificial joint replacement, and extracorporeal membrane oxygenation (ECMO), to provincial-level restricted technologies, The provincial management standards for clinical application of restricted technologies were formulated. In 2022, the National Health Commission issued the Notice on the National Restricted Technology Catalog and Clinical Application Management Standards (2022 Edition), adjusted the national restricted technology catalog, and required health administrative departments at all levels to adjust management policies and strategies according to the newly revised national restricted technology catalog and clinical application management standards, Strengthen the management of clinical application of relevant technologies. To this end, the Commission has organized the revision of the Provincial Restricted Technology Catalog and Clinical Application Management Norms (2024).

2、 Revision

（1） Adjust the provincial restricted technology catalog. The three technologies of interventional diagnosis and treatment of cardiovascular disease, cerebrovascular disease and extracorporeal membrane oxygenation (ECMO) were deleted from the list. The adjusted provincial restricted technology catalog has changed from 5 items to 2 items.

（2） Specify the disease diagnosis and operation codes corresponding to provincial restricted technologies. Each technology is mapped to the National Clinical Version 2.0 of Disease Classification and Codes or the National Clinical Version 3.0 of Surgical Operation Classification Codes to facilitate the scientific and accurate management of local health administrative departments and medical institutions, and further lay the foundation for the realization of information management of clinical applications of restricted technologies. At the same time, it clearly stipulates that "disease diagnosis, surgery/operation not included in the code shall not be managed as provincial-level restricted technology".

（3） We will improve the management standards for the clinical application of provincial-level restricted technologies. The management specifications for clinical application of two technologies, namely, retained skeletal facial contour shaping technology and artificial joint replacement technology, were revised. According to the actual situation, the requirements for medical institutions, personnel, technical management and training management are optimized, which is convenient for medical institutions to implement and apply.

3、 Job requirements

Local health administrative departments and various medical institutions at all levels should strictly follow the Implementation Rules of the Administrative Measures for the Clinical Application of Medical Technology in Zhejiang Province, adjust management policies and strategies according to the newly revised provincial restricted technology catalog and its clinical application management specifications, and strengthen the management of clinical application of related technologies. All kinds of medical institutions at all levels shall carry out the clinical application of provincial-level restricted technologies in accordance with the requirements and specifications, and timely, accurately and completely submit the data information on the development of restricted technologies to the provincial medical technology clinical application information management platform one by one.
