In order to implement the spirit of the Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing the Fertility Policy to Promote the Long term Balanced Development of Population, and the Implementation Opinions of the CPC Zhejiang Provincial Committee and the Zhejiang Provincial People's Government on Optimizing the Fertility Policy to Promote the Long term Balanced Development of Population, it is decided to raise the support standard of the special support system for family planning families from January 1, 2024, Relevant matters are hereby notified as follows:

1、 Raise the standard of special assistance for couples whose only child is disabled and dead and whose wife is over 49 years old. Among them, the standard of special assistance for men or women who are under 60 years old, or who are over 60 years old and have already enjoyed government pension service subsidies is raised from 600 yuan per person per month to 800 yuan per person per month; For men or women who are under 60 but unable to take care of themselves due to disability, dementia, etc., or who are over 60 and do not enjoy government pension service subsidies, the standard of special assistance will be increased from 800 yuan per person per month to 1000 yuan per person per month.

2、 Improve the standard of financial aid for personnel with complications of family planning surgery, among which, the level three family planning surgery complications are increased from 300 yuan per person per month to 360 yuan per person per month, the level two family planning surgery complications are increased from 500 yuan per month to 590 yuan per person per month, and the level one family planning surgery complications are increased from 700 yuan per month to 820 yuan per person per month.

3、 The funds needed for the improvement of standards are included in the annual financial budget by the financial departments at all levels according to regulations. The provincial finance will share the maximum subsidy of 80% and the transfer payment coefficient according to the provincial standard, and will be included in the general transfer payment in 2024. The local financial and health departments should implement the funds that should be borne by the local government to ensure that the aid funds are distributed in time and in full.

4、 This Circular shall come into force as of January 1, 2024.
