In order to promote the modernization of health care, promote the high-quality development of public hospitals, and further improve the evaluation system of professional and technical titles of health care in our province, the Provincial Health Commission and the Provincial Department of Human Resources and Social Security jointly formulated the Evaluation Standards for Professional Titles of Health Management Research in Zhejiang Province (Trial), which is now printed and distributed to you for implementation.

Evaluation Standards for Professional Titles of Health Management Research in Zhejiang Province (Trial)

general provisions

Article 1 In order to meet the needs of the reform and development of health care in our province, train and select professional and technical personnel for health management research, and improve the level of health management, this standard is formulated in accordance with the relevant provisions of deepening the reform of the title system and in combination with the actual work.

Article 2 This standard is applicable to on-the-job professional and technical personnel engaged in health management research in medical and health institutions of our province. Higher medical colleges, research institutions and other units can refer to it.

Article 3 The professional titles of health management research are divided into four levels: junior, intermediate, deputy senior and senior. The titles are: research interns (corresponding to professional and technical posts at levels 11 to 13), assistant researchers (corresponding to professional and technical posts at levels 8 to 10), deputy researchers (corresponding to professional and technical posts at levels 5 to 7) Researcher (corresponding to Level II to Level IV of professional and technical posts).

Article 4 The major of health management research mainly includes health policy research, hospital management policy research, public health management policy research, etc.

Chapter II Evaluation Methods

Article 5 The evaluation of the junior and intermediate professional titles of the health management research specialty shall be carried out in the form of examination instead of evaluation. The provincial unified examination shall be carried out. The passing score of each subject is 60 points, and the corresponding professional and technical qualifications shall be obtained when all subjects pass the examination. Those who have passed the examination will be issued qualification certificates by the Provincial Human Resources and Social Security Department, and the employer will employ them independently according to the position setting.

Article 6 The evaluation of senior professional titles in the health management research specialty shall be conducted by combining professional ability examination and evaluation. The score of passing the examination is 60 points, and the examination results are valid for three years. If they pass the examination and meet the conditions for application for review, they can apply for the review of associate researchers and researchers. After passing the review, the employing unit will hire corresponding professional and technical posts and posts of corresponding levels.

Article 7 The evaluation of senior professional titles of the health management research specialty shall be combined with evaluation and employment. Medical and health units shall carry out the application and employment of the health management research professional titles within the approved post structure ratio. Those who fail to meet the conditions for normal promotion of the post grade must comply with the rules and procedures for skipping the rank. Strictly perform the procedures of individual application for competition, unit assessment and recommendation, provincial review committee review, unit appointment and other professional title evaluation.

Chapter III Evaluation Conditions

Article 8 Basic conditions

(1) Abide by the Constitution, laws and regulations of the People's Republic of China, and implement the Party's and the country's health policies;

(2) Have good professional ethics and professionalism;

(3) Love their own work and earnestly perform their job responsibilities;

(4) Regularly participate in health management research professional study and cadre talent training;

(5) Passed the annual assessment in recent three years. If the employment period is less than three years, the employee shall pass the annual assessment within the employment period.

Article 9 Examination conditions for research interns

Meet the basic conditions specified in Article 8 and meet one of the following conditions:

(1) Bachelor's degree or bachelor's degree in relevant major, and have been engaged in health management research for at least one year;

(2) Master degree or master's degree in relevant majors.

Article 10 Examination conditions for assistant researchers

Meet the basic conditions specified in Article 8 and meet one of the following conditions:

(1) Bachelor's degree or bachelor's degree in relevant majors, and research interns have been employed for at least 4 years;

(2) Master's degree or master's degree in relevant majors, and have been employed as a research intern for at least 2 years, or engaged in health management research for at least 3 years;

(3) Doctoral degree or doctoral degree in relevant majors.

Article 11 Conditions for application and review of associate researchers

(1) Declaration conditions

1. Applicants who meet the basic conditions specified in Article 8 and one of the following conditions can apply for taking the professional ability examination of associate researchers:

(1) Bachelor degree or above in relevant majors, and the assistant researcher has been employed for at least 5 years;

(2) Doctoral degree or doctorate degree in relevant majors, and the assistant researcher has been employed for at least 2 years.

2. If they pass the professional ability examination and their scores are within the validity period, they can apply for the review of associate researchers.

(2) Review conditions

1. Professional ability requirements

Have good basic theory and professional technical knowledge of health management, strong research ability of health management, rich practical experience of health management, and be able to carry out guidance and teaching work of professional technicians and graduate students.

2. Achievements and achievements in the field of health management research

During the period of being employed as an assistant researcher, he/she shall have the following two work achievements and achievements representing his/her professional and technical ability and level:

(1) Serve the health development needs, write two planning plans, consulting reports, evaluation reports, research reports, statistical analysis reports, etc., which were adopted and implemented by the superior competent departments, and promoted and applied within a certain range.

(2) Focusing on the needs of health management policies, he presided over one health management research at or above the county level, including development plans, system standards, guidelines, operating procedures, survey plans, information systems, etc., and the corresponding research results were adopted and implemented by the government departments.

(3) Focusing on the research direction of health management, he presided over one scientific research project at or above the municipal (department) level (including the project entrusted by the government).

(4) Promote and apply the research achievements of health management, and publicly publish one academic monograph, translation, and professional textbook of health management research (associate editor or above).

(5) Carry out health management policy research, and publicly publish one SCI, SSCI, and China series paper on health management research as the first author or corresponding author; Or publish 3 academic papers on health management research as the first author in a journal at or above the provincial level.

Article 12 Conditions for application and review of researchers

(1) Declaration conditions

1. Those who meet the basic conditions specified in Article 8, have obtained a bachelor's degree or above in a relevant specialty, and have been employed as an associate researcher for at least 5 years can apply for taking the professional competence examination for researchers.

2. If the professional ability examination is passed and the score is within the validity period, the researcher can be applied for review.

(2) Review conditions

1. Professional ability requirements

Be familiar with relevant laws, regulations and policies on health management, have systematic and profound basic theories and professional technical knowledge of health management, master the cutting-edge achievements and advanced technologies of domestic and foreign health management research, and be able to carry out high-level professional research and teaching research on health management.

2. Achievements and achievements in the field of health management research

During the period of being employed as an associate researcher, he/she shall have the following two work achievements and achievements representing his/her professional and technical ability and level:

(1) Focusing on the needs of health management policies, he presided over a development plan, system standards, guidelines, specifications, operating procedures, survey plans, information systems, etc. related to health management research at the municipal (department) level or above, and the corresponding research results were adopted and implemented by the government departments.

(2) Focusing on the research direction of health management, he presided over one scientific research project at or above the provincial (ministerial) level (including projects entrusted by the government).

(3) Promote the application of health management research achievements, edit a professional academic monograph and professional teaching materials for health management research, and publish them publicly.

(4) Carry out professional research on health policy, and publicly publish two SCI, SSCI and China series papers on health management research as the first author or corresponding author.

(5) In the field of health management research, hold the post of vice chairman of provincial professional committee or member of national professional committee or above; Or serve as the head of key disciplines, policy research centers and key laboratories at or above the provincial level; Or employed as a postgraduate tutor in the relevant direction of health management research.

Article 13 Personnel with prescribed professional qualifications or academic degrees who meet the following conditions may be re evaluated or applied for the professional title of health management research.

(1) Personnel who have obtained and employed other series of professional titles and have been engaged in health management research for more than one year due to job changes can be transferred to the professional title of health management research at the same level. When a professional title is promoted to a higher level after being re evaluated, the working time of the professional title before and after the re evaluation can be calculated cumulatively.

(2) The personnel who have obtained and employed other series of professional titles, and those who are actually engaged in health management research in management positions can be transferred to the professional title of health management research at the same level according to the grade of other series of professional titles. When a professional title is promoted to a higher level after being re evaluated, the working time of the professional title before and after the re evaluation can be calculated cumulatively.

(3) By the end of 2026, those who are employed in Level 5 and Level 6 management positions, but have not engaged in other series of professional titles, and who are actually engaged in health management research can apply to participate in the examination and review of deputy senior professional titles of health management research.

(4) Those who are employed in Level 7 and Level 8 management posts, but not engaged in other series of professional titles, and actually engaged in health management research can apply for the intermediate qualification examination of health management research. Personnel employed in management positions below Level 9 can register for the primary qualification examination of health management research.

Chapter IV Organization and Management

Article 14 The Provincial Health Commission and the Provincial Human Resources and Social Security Department are responsible for the policy formulation, supervision, inspection and guidance of professional titles of health management research. The Provincial Health Commission is responsible for the examination and evaluation of senior professional titles of health management research, and is responsible for the establishment of the evaluation committee of senior professional titles of health management research. The Provincial Human Resources and Social Security Department is responsible for publishing the examination results of health management research and issuing the qualification certificates of qualified personnel. The examination work of the health management research specialty is entrusted to the Zhejiang Provincial Health Management Research and Evaluation Office.

Article 15 Each municipality and the competent department shall be responsible for the examination, recommendation and routine management of the application for professional titles of health management research. The employing unit will employ the personnel who have passed the preliminary and intermediate qualification examinations and senior professional titles in combination with the position setting.

Chapter V Supplementary Provisions

Article 16 Those who apply for the preliminary and intermediate qualification examinations and advanced professional competence examinations for health management research shall be dealt with in accordance with the Regulations on the Handling of Disciplinary Violations in the Qualification Examination of Professional and Technical Personnel (Order No. 31 of the Ministry of Human Resources and Social Security).

Article 17 In case of any of the following circumstances when applying for evaluation and employment of senior professional and technical posts in the health management research specialty, the qualification for evaluation shall be revoked. The certificate of the personnel who have passed the evaluation shall be withdrawn by the issuing unit, and recorded in the integrity archive of professional title evaluation, which shall be included in the national and provincial credit information sharing platform for a record period of three years:

(1) Forging or altering certificates, certificates and other application materials;

(2) Violation of discipline and law, still in the stage of handling, punishment and punishment, and serious violation of discipline and law after taking the post, which is not reflected in the application materials;

(3) Having other frauds and malpractices.

Article 18 Interpretation of specific words or concepts

(1) Relevant majors: refer to the medical, management and philosophy majors in the discipline and specialty catalog of the Ministry of Education. Before the introduction of this standard, personnel who have already worked in health management research posts can apply for the examination or review of health management research before the end of 2026, and may not be restricted by relevant majors.

(2) The "above" and "below" mentioned in this standard include this level.

(3) The academic level, work performance and achievements mentioned in this standard refer to the professional and technical personnel who have been employed with their current professional titles.

Article 19 This standard shall come into force as of February 1, 2024
