The main responsibilities of the Foreign Affairs Office of Liaoning Provincial People's Government are:

（1） Implement the national foreign policies, foreign related laws and regulations as well as the decisions of the provincial party committee and the provincial government on foreign affairs.

（2） Draft Liaoning foreign affairs work plan and important foreign affairs regulations, formulate and organize the implementation of foreign affairs management system, coordinate major foreign affairs, foreign-related activities and translation related work in Liaoning, and be responsible for handling or assisting in handling important foreign-related affairs.

（3） Cooperate with the Ministry of Foreign Affairs to manage the border of Liaoning section, carry out joint inspection of the border, and handle foreign affairs at the border and ports.

（4） To manage the exchanges between Liaoning and foreign sister cities and other units that have established ties with foreign countries, and to go through the formalities of reporting for approval.

（5） Responsible for the planning, organization and liaison of large-scale international events held in the name of the provincial government, and organizing reception for official and foreign affairs activities in Liaoning.

（6） To formulate and organize the implementation of the regulations on protocol reception in Liaoning, and be responsible for the relevant affairs of foreign journalists who come to Liaoning for interviews, foreign news agencies in Liaoning and resident journalists.

（7） To be responsible for the coordination and management of relevant business of foreign consulates in Liaoning, and for consular protection and assistance.

（8） Be responsible for coordinating the handling of foreign-related cases (events).

（9） To formulate the rules and regulations and work plans on the management of going abroad on business in Liaoning, and to centrally manage the review and approval of going abroad on business in the whole province.

（10） Complete other tasks assigned by the Provincial Party Committee, the Provincial Government and the Foreign Affairs Committee of the Provincial Party Committee.
