The increasingly perfect laws and regulations are the sword of criminals. In recent years, from establishing and improving the early warning and prevention mechanism of cyber violence, to strictly preventing the spread of cyber violence information, to issuing the Opinions on Further Compacting the Main Responsibility of Website Platform Information Content Management, the relevant departments have issued a series of effective measures. Recently, the Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security jointly issued the Guiding Opinions on Punishing Cyber Violence Crimes in accordance with the Law (hereinafter referred to as the Opinions), which comprehensively and systematically stipulates the application of law and the grasp of policy in cyber violence crimes.

The Opinions further promoted the punishment of cyber violence according to law. For example, in reality, some victims of online violence choose to swallow their pride and admit that they are unlucky. The reason is that, on the one hand, most online speeches are anonymous, which makes it difficult to trace the source of online violence and determine the subject; On the other hand, some cyber violence behaviors involve a large number of participants and cover a wide range of regions, making it difficult for victims to provide evidence. For this reason, the Opinion requires that the wrong tendency of "law does not hold the public accountable" should be effectively corrected, and the focus should be on attacking malicious initiators, organizers, malicious promoters and those who refuse to correct after repeated admonitions.

It is worth noting that the Opinions also stipulates that the Internet violence against minors and disabled persons, the organization of "water army" and "thugs" and other Internet violence, the fabrication of "sex related" topics to infringe on the human dignity of others, the use of "deep synthesis" and other generative artificial intelligence technology to release illegal information, and the initiation of Internet service providers Those who organize network violence and other situations shall be given heavier punishment according to law.

Take organizing "water army" to implement cyber violence as an example. On the Internet, a group of people bully a person, which is really hateful, while some people join the online violence industry chain, which is a more serious evil. It has been reported by the media that many forwarding, likes and news promotion businesses have been clearly priced in this "black" industry chain. The employed "Water Army" first hyped some text, video or microblog content, and then matched the platform's algorithm promotion mechanism to obtain higher attention. In addition to writing articles to promote and hype, and harassing and abusing others by means of phone calls, text messages, etc., it is also a common means of online violence.

The water army has stirred up the Internet world, and heavier punishment according to law is in line with public opinion. One of the main tasks of this year's "Qinglang" series of special actions is to rectify the "network water army". It should be noted that, in addition to severely punishing the "Internet Water Army" and its backers in accordance with the law, we should also intensify our efforts to crack down on and punish illegal buyers who maliciously employ the "Internet Water Army" to release false information, as well as the "public relations companies" and MCN institutions involved in it. What needs to be reminded is that there are many different ways to recruit "online water army" on the Internet. Some recruit "water army" part-time, and some use homophonic words and variant words to promote "water army"; Some engage in "water army" activities in the name of data maintenance... netizens must not be confused by the so-called "part-time".

In addition, the flood of water army also shows that there are loopholes in the platform operation and management mechanism. For example, the online violence protection measures of some platforms are not timely enough to judge and ban "edge ball" behaviors; For another example, some platforms mostly deal with online violence by deleting posts and blocking numbers. For the infringement and illegal issues involved, the cooperation with law enforcement and judicial departments needs to be strengthened. Why is the "black" industry chain constantly cut? Is the platform powerless or inactive? Is it tied up with the interests of MCN institutions, sharing a bowl of dirty flow rice? In response to the chaos of the water army network, the platform must take practical actions. Because without strict control, the platform will inevitably suffer from the flood of "water army".

No one can be immune to the spread of cyber violence. The goal of the Opinions is to "support" the rule of law and resolutely punish the "keys hurting people". Of course, the governance of cyber violence cannot be achieved overnight. To create a clear cyberspace, we need not only determination, but also patience.
