General Secretary Xi Jinping once pointed out that national development depends on talents, and national rejuvenation depends on talents. Talents are the foundation of rejuvenating the country, the foundation of enriching the people, and the source of development. To do well in China's affairs, the key lies in the Party, the key lies in the people, and the key lies in the talents. The forty year glorious journey of the special economic zones is the best footnote to the important instructions of the General Secretary.

As soon as the special economic zones were established, the millions of people with the heart of struggle moved south, injecting the first "popularity" into the young special economic zones. Take Shenzhen as an example. When the special zone was established, its population was less than 30000, but now it has exceeded 20 million. The endless "migration tide" of talents is an important driving force for the future development of the Special Zone.

In the context of a new round of industrial revolution and the emphasis on domestic and international "double circulation", special economic zones should regard talent work, especially scientific and technological talent work in the manufacturing industry, as a "bull nose" and strive to become the "distribution center" of scientific and technological talents in the new era.

In terms of talent "gathering", special economic zones should continue to give full play to their own advantages.

First, the industry should be positioned as a foothold to attract scientific and technological talents. At present, breaking through the barriers of "industry university research" cooperation and promoting the transformation of scientific and technological theoretical achievements are important ways to promote high-quality economic development. To attract scientific and technological talents, special economic zones must find the right foothold. If the destination of attracting scientific and technological talents is still scientific research institutions such as colleges and universities, it is just to realize the cross regional flow of talents, without giving play to the substantive purpose of introducing scientific and technological talents and increasing the new momentum of local development. Only when scientific and technological talents and their research achievements are applied to specific industries, can they promote the transformation of intellectual achievements, thus improving productivity, and stimulate the motivation of talents to start businesses.

The second is to take the improvement of government governance ability as a "reassurance" to attract talents. After 40 years of development, SEZs have developed a relatively leading governance system and capacity in China. These advantages can save the institutional transaction cost of talents in the process of entrepreneurship of special economic zone officers, improve the success rate and efficiency of talent introduction in the special economic zone, and strengthen the determination and confidence of external talents to "embrace" the special economic zone.

Third, take the beautiful ecological environment as the "catalyst" to attract high-end talents. The management of Maozhou River in Shenzhen Special Economic Zone and the management of 筼筜 Lake in Xiamen Special Economic Zone are all aimed at creating a high-quality ecological environment suitable for economic development, and Zhuhai has made the beautiful environment a "business card". For many high-end scientific and technological talents, the quality of the ecological environment is becoming an important reference factor for them to decide where to start their businesses. Special economic zones should continue to develop and maintain an urban environment that is "more livable and suitable for production", and enhance their competitiveness in attracting high-end talents.

Fourth, take the tolerant social atmosphere as the value soul of attracting foreign talents. Special economic zones need to pay attention to two special directions in creating a social atmosphere. On the one hand, it is necessary to create an atmosphere conducive to the rapid integration of foreign talents into local life. The slogan "Shenzhen people come" put forward by Shenzhen Special Economic Zone is simple, concise and catchy, ingeniously strengthening the local sense of belonging of foreign talents. On the other hand, it is necessary to cultivate an entrepreneurial cultural atmosphere of "tolerating failure", and protect the enterprising spirit of talents through institutional measures such as the formulation of "personal bankruptcy regulations".

As the "top students" exploring the path of advanced development mode, special economic zones should not only attract talents in a one-way way, but also be "distribution centers" for talents.

On the one hand, with the vigorous development of advanced manufacturing industry within the Special Zone, there is an objective need for the migration of traditional industries. In the process of industrial dispersion and industrial transfer, the Special Zone should promote the corresponding industrial talents and scientific and technological talents to follow the industry, so that these talents can continue to benefit the input place of the industry. On the other hand, when encouraging the reverse flow of scientific and technological talents, the Special Zone can share many useful experiences such as optimizing the ecological environment and improving governance ability with other provinces and cities, and "teach people to fish" in the "distribution" of scientific and technological talents.

Only by continuing to do a good job in the work of scientific and technological talents can SEZs embark on a new journey and make new achievements in the new era!
