In the clothing factory of Shijiaying Village, Xiaoxia Street, Ping'an District, Haidong City, Qinghai Province, workers are rushing to make students' summer uniforms.

"The village has set up a clothing factory, and I am employed at the door of my home. The working hours here are free, and I can take care of the elderly and children at home." Yu Juxian, a destitute family member in Shijiaying Village, gets a salary of about 2000 yuan every month, and is very satisfied with the current pace of life.

Shijiaying Village is a typical resettlement village. Most of the labor force in the village go out to work, and the left behind are mostly the elderly, children and women. How to use the idle resources to strengthen the village collective economy and drive the villagers' employment and income increase? The "two committees" of Shijiaying Village focused on the idle houses in the village.

"After many visits and surveys, we learned that there is a large demand for school uniforms from schools under the jurisdiction, and the clothing processing project is highly feasible. Party members and representatives of the masses gathered their ideas, the district and neighborhood offices gave strong support, and our clothing processing plant was opened by using idle houses." He Wen'an, secretary of the Party branch of Shijiaying Village, said.

The party branch of Shijiaying Village coordinated the project application, and after the joint review and evaluation by multiple departments, sewing machines and other equipment entered the factory in succession. The business model of "Party branch+village collective+farmers" has brought new vitality to the collective economy of Shijiaying Village.

He Wen'an introduced that since the trial operation in September 2023, Shijiaying Garment Factory has received orders for more than 3000 sets of uniforms for kindergartens, junior and senior high schools in the whole district. The two production lines have all been put into production, the idle housing assets have been revitalized about 500 square meters, and more than 40 women have been employed. The village's collective economy continues to grow.

This year, many women in Shijiaying Village became sewing workers at the gate of their home. All the women in the village have a certain sewing foundation, and they have undergone strict pre job training and practical training, so they can use sewing equipment quickly and skillfully in a short time. "We have also established a mentoring mechanism and a reward mechanism, and the workers are highly motivated. In addition to the orders for uniforms from local schools, we also received orders for uniforms from other places this year." He Wen'an tried to expand his business.

Lv Haitao, director of Xiaoxia Sub district Office, introduced that in order to make the village level garment factory more formal, Xiaoxia Sub district timely docked with the Employment Bureau of Ping'an District, and organized cadres of Shijiaying Village and Village Committees and some sewing machine technicians to go to other counties and districts for field observation and study. At the same time, technical engineers from outside the province were invited to give one-on-one guidance to garment processing technology on site, and consolidate technical experience through online learning and training, effectively helping garment factories update their business philosophy.
