Recently, the Secretariat of the Central Cyberspace Office, the General Office of the Ministry of Agriculture and Rural Affairs, the General Office of the National Development and Reform Commission, the General Office of the Ministry of Industry and Information Technology, the General Office of the General Administration of Market Supervision, and the General Department of the National Data Administration jointly issued the Guidelines 2.0 for Digital Village Construction (hereinafter referred to as the Guidelines 2.0), Effectively guide all local departments to more accurately grasp the key tasks and objectives of digital rural construction under the new situation. On May 16, the relevant responsible comrades of the Central Cyberspace Office and the Ministry of Agriculture and Rural Affairs interpreted the Guide 2.0.
Optimization and improvement are more operational and referential
In May 2019, the General Office of the Central Committee and the General Office of the State Council issued the Outline of Digital Rural Development Strategy, making systematic arrangements for digital rural construction. In July 2021, the General Office of the Central Cyberspace Office and other seven departments jointly released the Guidelines 1.0 for the Construction of Digital Villages (hereinafter referred to as the Guidelines 1.0), guiding local governments to actively explore and innovate, creating a number of application scenarios and typical cases with replication and promotion value, and promoting the construction of digital villages to achieve positive results. However, from the practice of several years, the construction of the national digital village is still in the key stage of in-depth exploration, facing problems such as the data integration and sharing mechanism still needs to be improved, the endogenous development momentum still needs to be strengthened, and the sustainable development model still needs to be explored.
Guide 2.0 mainly optimizes and improves Guide 1.0 in five aspects. First, the content of the original "public support platform" will be included in the "agricultural data resources", emphasizing the value of data elements. Second, separate the "smart agriculture" from the "rural digital economy" into a chapter to better guide the development of smart agriculture around the country. Third, integrate and optimize the "construction development model" and "construction process management" into "construction methods" to further highlight the operability of the guidelines. The fourth is to refine the safeguard measures, supplement the work tasks at the municipal level, and clarify the division of tasks at the provincial, municipal and county levels. Fifthly, improve the typical cases, optimize and improve the cases in combination with the innovative practice achievements in recent years, and improve the reference of the guide.
Clear frame, 19 pieces in 4 parts
According to the deployment requirements of the Outline of the Digital Rural Development Strategy and the idea of "what to build, how to build, who will build", the Guide 2.0 constructs the framework of digital rural construction from the aspects of construction content, construction methods and security mechanism. The Guide 2.0 includes 19 items in 4 parts. Among them, the first part is the general requirements, including the guiding ideology, basic principles and construction framework of digital rural construction. The second part is the construction content, including 8 items in total, including rural digital infrastructure, agricultural related data resources, smart agriculture, rural digital enriching industries, rural digital culture, rural digital governance, rural digital benefiting services and smart and beautiful villages. The third part is the construction method, including planning and design, investment and construction, and operation management. The fourth part is the safeguard measures, a total of five, including strengthening organizational guarantee, strengthening diversified co construction, strengthening security guarantee, deepening pilot exploration, and creating a good atmosphere.
Features highlight new requirements under the new situation
The Guide 2.0 is based on reality and serves the overall situation, reflecting the new requirements of digital rural construction in the new situation. First, we should pay more attention to joint construction and sharing. Digital village construction is a systematic project with wide coverage and strong professionalism. All parties should closely cooperate and link up. In accordance with the principle of "moving up the platform and sinking services", we should make full use of existing national and provincial system platforms and other resources to promote the interconnection of information infrastructure and the integration and sharing of data resources. Second, we should pay more attention to adjusting measures to local conditions, learn and apply the experience of the "Ten Million Project", take corresponding development strategies and policy measures according to the development foundation, regional conditions and resource endowments of various regions, promote orderly by classification, adhere to the principle that quantity is subordinate to quality, progress is subordinate to actual results, and speed is desirable, and resolutely prevent formalism and face saving projects. Third, more emphasis should be given to multi participation. Digital village involves many application scenarios, both industrial development and public services. It is necessary to accurately grasp the relationship between the government and the market in different scenarios, stimulate the vitality of various subjects in a market-oriented manner, and better play the role of the government.
Publicity and guidance to promote the construction of digital countryside
Next, the Central Cyberspace Office and the Ministry of Agriculture and Rural Affairs will work together with relevant departments to conduct publicity and guidance. First, strengthen publicity and interpretation. Organize industry experts to interpret the contents of Guide 2.0, guide local governments to better grasp the overall requirements, content framework, construction methods, etc. of digital village construction, and promote digital village construction according to local conditions in combination with the actual development of the region. Second, strengthen the pilot application. Taking the opportunity of launching the second batch of national digital rural pilot projects, we encourage all regions to make good use of the Guide 2.0 in their practical work, focus on key areas and difficult issues, constantly explore the path model that conforms to their own reality and has regional characteristics, and create a batch of typical development models. Third, do a good job in tracking and monitoring. Strengthen the tracking and guidance of digital village construction in various regions, continue to monitor the development level of digital village, timely summarize and promote various excellent cases and typical models, and constantly optimize and improve the contents of Guide 2.0.
