The changes in Datong District, Daqing City, Heilongjiang Province, located in the west of Songnen Plain, are amazing. In recent years, it has actively practiced the concept of "big agriculture" and "big food", formulated and implemented the project of comprehensive utilization of saline alkali land. In just over three years, 7179 mu of saline alkali land has been treated by stubble cutting, and 5561 mu of paddy fields have been added. From "barren land" to "grain storage field", turning "alkaline land white" into "farmland green" has not only raised farmers' money bags, but also the confidence and confidence to ensure national food security.
To practice the concept of "big agriculture" and "big food", whether it is to ask for food from land, forests, rivers, lakes and seas, facility agriculture, or for heat and protein from plants, animals and microorganisms, resources need to be developed and utilized. Many people worry that resource exploitation, especially over exploitation, will inevitably affect biodiversity and break the ecological balance. General Secretary Xi Jinping pointed out that on the premise of protecting the ecological environment, we should expand from cultivated land resources to the entire land resources, and form a modern agricultural production structure and regional layout that is suitable for market demand and matching the carrying capacity of resources and environment. This important statement provides important guidance for promoting the dialectical unity of ecological protection and agricultural production. To firmly establish and earnestly implement the concept of "big agriculture" and "big food", we must adhere to the principle that ecological protection and agricultural production should go hand in hand.
Support agricultural production with science and technology. The way out for agriculture lies in modernization, and the key to agricultural modernization lies in scientific and technological progress and innovation. At present, in the busy season of agriculture, science and technology can be seen everywhere in the fields. In the corn field of Yangping Town, Quyang County, Baoding City, Hebei Province, an unmanned corn planter with Beidou navigation was installed to allow sowing, fertilization and other operations to be completed at one go. Compared with traditional machinery, the operation efficiency of high-precision agricultural machinery can be increased by 30%, and the land use efficiency can be increased by 10%. In recent years, China's ability to innovate in agricultural science and technology has steadily improved. The contribution rate of agricultural science and technology progress has increased from 54.5% in 2012 to 62.4% in 2022, providing a strong driving force for high-quality agricultural development. In the next step, we must continue to strengthen the protection and development of science and technology, adhere to the protection and development of the environment and food diversity as the starting point, and continue to strengthen scientific and technological innovation investment in seed industry innovation, germplasm resources protection, characteristic product development, characteristic ecological protection and other fields.
Stabilize agricultural production with green. Green is the background color of agriculture, and ecology is the base of agriculture. This year, the No. 1 Document of the Central Committee clearly stated that agriculture should be promoted by industry, quality and green. In Zhejiang, where "seven mountains, one river and two fields" exist, the construction of efficient ecological agriculture has made more and more farmers take on the "golden pole". In recent years, all parts of the country have firmly established the concept that greening is to increase advantages and forest protection is to protect wealth, carefully guarded green mountains and waters, and embarked on the road of ecological priority and green development. To implement the concept of big agriculture and big food, we should adhere to the concept of green development, continue to polish the background of high-quality agricultural development, promote the green transformation of agricultural production and food consumption, build a green low-carbon agricultural industry chain, enhance the competitiveness of ecological agriculture, and further consolidate the ecological foundation of food security.
Promote agricultural production with high quality. Agricultural development can only win the hearts of the people if farmland planting is careful, agricultural means of production supervision is focused, and product traceability is assured. Fujian Province takes the three-year action to improve the capacity of agricultural product quality and safety inspection institutions as the starting point, gives full play to the monitoring and early warning role of county and township agricultural product quality and safety, gradually radiates from point to area, and ensures the people's "safety on the tip of the tongue". In recent years, the quality and safety of agricultural products in China has remained stable, and the overall qualification rate of routine monitoring of national agricultural product quality and safety will reach 97.6% in 2022. From the production environment to production factors, from raw material supervision to table safety, we should continue to improve the quality supervision system of agricultural products, strengthen the construction of agricultural product quality evaluation, improve the level of agricultural production standardization, and adhere to the road of special and excellent development to better ensure food quality safety and food safety for the people.
Pry agricultural production with brands. The three words of "local specialty" are mainly about the development of local resources based on the water and soil of one side, highlighting the regional characteristics and giving play to the advantages of local resources, and emphasizing the formation of industrial clusters. In recent years, the value of regional public brands such as "Black Soil Premium", "Nine Treasures and Eighteen Grades" created by Heilongjiang Province has been constantly improving. "Veteran" brands such as Wuchang Rice, Helen Soybean, Dongning Fungus, and other new brands such as Daqing Cold Water Fish, Longwang Soybean Milk, Suihua Fresh Corn have teamed up with each other to launch "Black Soil Premium" into the world. By the end of 2023, five batches of applications and reviews for the authorized use of the "Black Soil Premium" logo have been carried out, and 923 products of 378 enterprises have been included in the authorization scope of the "Black Soil Premium" logo. Strengthen the leading role of brands, continue to promote the building of brand agricultural products and the regional development of brand agriculture, so as to accelerate the extension of the agricultural industry chain, drive the deep integration of agriculture, culture and tourism, and form a new pattern of large-scale agricultural development.
