The cities where the vehicle operates are Chongqing, Guangzhou and Shenzhen in Guangdong Province, Shanghai, Beijing, Danzhou in Hainan Province, and Zhengzhou in Henan Province. The product categories include passenger vehicles, trucks, and buses.
The reporter learned that the nine federations approved for the pilot project were Chongqing Chang'an Automobile Co., Ltd., BYD Automobile Industry Co., Ltd., GAC Passenger Vehicles Co., Ltd., SAIC Motor Group Co., Ltd., BAIC Blue Valley Magna Automobile Co., Ltd., China First Automobile Group Co., Ltd., SAIC Hongyan Automobile Co., Ltd Yutong Bus Co., Ltd. and Weilai Auto Technology (Anhui) Co., Ltd.
How were these consortia selected? The relevant person in charge of the Ministry of Industry and Information Technology said that the consortium was composed of automobile manufacturers and users. With reference to the Guidelines for the Implementation of Pilot Access and Road Access of Intelligent Connected Vehicles (Trial), the consortium developed a declaration scheme and, with the consent of the people's government of the city where the vehicle is to be operated, voluntarily declared to the provincial industrial and information authorities in the city where the vehicle is to be operated. After being submitted to the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology and other four departments organized experts to conduct preliminary review and merit evaluation of the application scheme. Product access pilot includes product access testing and safety assessment, and product access permit. The automobile manufacturing enterprises entering the pilot project shall refine and improve the product access test and safety assessment scheme, and carry out the product access test and safety assessment after being confirmed by the Ministry of Industry and Information Technology and the Ministry of Public Security. "After the automobile manufacturing enterprises pass the product access test and safety assessment, and the products meet the mandatory inspection requirements for road motor vehicle products, they shall submit the application for product access to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology shall make a decision on whether to enter or not after acceptance, review and publicity. If the decision on entry is made, restrictive measures such as the entry validity period and implementation area shall be set." After the access of ICV products, the traffic management department of the public security organ shall register the vehicles in accordance with the law, and then carry out the road traffic pilot in the limited area. Those engaged in transportation business shall also have the operation qualification of corresponding business categories and meet the operation management requirements.
Previously, some enterprises have obtained L3 test licenses. According to the Classification of Automotive Driving Automation implemented in China, L3 is conditional automatic driving, and the driver will take over in case of emergency. Through actual road testing, the safety of products in the actual road traffic operation environment was verified. Adequate product R&D test verification is an important basis for the mass production and application of subsequent products, and also an important basis for this pilot project.
