Notice on Prevention and Control of COVID-19 Epidemic Situation for Candidates for Public Selection and Public Transfer of Civil Servants Written Examination (Examination Area of Jilin Province) by Central Authorities and Their Directly Subordinates in 2023
1. Candidates must log in to the "State Council client - local prevention and control policies and measures" to learn about the epidemic prevention and control policies in Changchun through WeChat applet, or call the "State Council client - epidemic prevention and control - local prevention and control policies and measures - enter Changchun" page to learn about the epidemic prevention and control requirements; At the same time, we can learn about the epidemic risk level of the candidate's source area through the "State Council client - epidemic risk level". If isolation observation is required, they should arrive in Changchun at least 8 days in advance, report and observe in isolation as required, and show the certificate of removal of isolation on the day of written examination; Those who cannot show the certificate of de isolation cannot take the exam. Candidates who have not been released from isolation and are in isolation observation period cannot take the exam.
2. On the day of the written examination, if the examinee fails to issue the negative certificate of his/her test in the nucleic acid testing institution in the main urban area of Changchun City within the specified time, he/she is not allowed to take the examination. Nucleic acid detection requirements are as follows:
(1) For candidates who do not have a history of living in domestic high-risk areas and key control areas 7 days before the test, they must provide a negative certificate of NCV nucleic acid test issued by a testing agency in the main urban areas of Changchun City (excluding Shuangyang District, Jiutai District, Yushu City, Dehui City, Nong'an County, and Gongzhuling City) within 48 hours before admission (subject to the sampling time).
(2) For candidates who come to Changchun to take the exam 7 days before the exam and have lived in low-risk areas in China, they should complete two nucleic acid tests within three days. These candidates must provide two NCV nucleic acid test negative certificates issued by the testing agency in the main urban area of Changchun (excluding Shuangyang District, Jiutai District, Yushu City, Dehui City, Nong'an County, Gongzhuling City, the same below) within 72 hours before admission (subject to the sampling time) for the examination they take. The sampling time interval between the two samples must be more than 24 hours, that is, on November 30, After 24 hours, sample again before December 1 or 2 (it is recommended to sample on December 1 to ensure the timely acquisition of test results).
3. Candidates must complete the following operations before November 24 (inclusive):
(1) Apply for the "lucky code" from the mobile terminal (APP, applet) of "Kyrgyzstan Affairs Office" (technical consultation hotline: 0431-12342);
(2) Apply for the "big data travel card" (customer service hotline: 10000/10086/10010) with the registered "Jishi Office" mobile phone number. After November 25 (inclusive), the mobile phone number should not be changed or transferred to the network with the number;
4. Candidates from outside the main urban area of Changchun City must enter the mobile terminal of "Jishi Office" (APP, applet) before arriving in the main urban area of Changchun City, click the "Information Filling of Returning Personnel" in the "High Frequency Service" column, fill in the relevant information truthfully and submit it (Note: Candidates must fill in the information as soon as possible after the opening of the examination permit printing work on November 29).
5. Before each examination, the examinee must show his/her ID card, admission card and real name authenticated "lucky code" and "communication big data travel card" when entering the examination center, check the status of "lucky code", "communication big data travel card" and "lucky event office - nucleic acid detection result", and take two on-site temperature measurements. Candidates with normal examination results and body temperature can enter the ordinary examination room for examination. If the examinee whose "lucky code" is not green code, or whose "communication big data travel card" is abnormal, or whose body temperature is abnormal (≥ 37.3 ℃), or who has respiratory symptoms such as cough, or other suspected symptoms, is confirmed to be able to participate in the exam on site, he/she must go to the designated examination room to participate in the exam as required, and at the same time immediately carry out detection and sampling of COVID-19 nucleic acid. Before the detection result is confirmed, Do not leave the examination center; Those who are confirmed not to participate in the examination on site must consciously obey the epidemic prevention work arrangement.
6. Candidates should download and print the Letter of Commitment on Health Management Information of Candidates for Public Selection and Public Transfer of Civil Servants in the Written Examination of Central Authorities and Their Directly Affiliated Organizations in 2023 (Jilin Province Examination Area) (see Annex 2), and record the relevant information in detail within 8 days before the written examination.
7. Candidates should bring their own medical surgical masks that meet epidemic prevention requirements or masks with a level of protection above. In addition to the masks that must be removed for identity confirmation, they should wear them all the time (N95 masks are recommended) to provide personal protection.
8. The paper materials that must be submitted by the examinee on the day of the written examination include:
(1) The negative certificate of NCV nucleic acid test that I met the requirements of this examination must be a paper report issued by the testing agency or a printed screenshot of the results of nucleic acid test of the "Jishi Office" small program (see Annex 3 for the legend, indicating the name, ID card number and my signature and fingerprint);
(2) I signed the Letter of Commitment on Public Selection and Public Transfer of Civil Servant Candidates for the Written Examination (Jilin Province Examination Area) of the Central Organ and its Directly Affiliated Organizations in 2023 (see Annex 1);
(3) I filled in the Letter of Commitment on Health Management Information of Candidates for Public Selection and Public Transfer of Civil Servants Written Examination (Examination Area of Jilin Province) in 2023 by the Central Authorities and Their Directly Subordinates.
9. Those who conceal or falsely report the epidemic prevention and control information such as travel history, contact history, health status, etc., and do not cooperate with the staff in epidemic prevention detection, inquiry, troubleshooting, and referral, etc., if the circumstances are serious, shall be dealt with in accordance with the Regulations on the Handling of Disciplinary Violations of Examinees and relevant laws and regulations. In case of any illegal act, legal responsibility shall be investigated according to law.
10. Candidates should stick to wearing masks when going out, wash their hands frequently, keep ventilated, keep social distance, do not have meals, do not gather, and avoid being unable to participate in the written examination due to the epidemic situation.
11. Implement epidemic prevention measures in accordance with the requirements of epidemic prevention and control. If necessary, make appropriate adjustments to the written examination time, examination sites and relevant work arrangements. Please understand, support and cooperate with the candidates.
