This June is the 23rd "Safe Production Month" in China, with the theme of "everyone talks about safety, everyone meets emergency - unblocking the passage of life". June 16 is the national "Safety Publicity and Consultation Day". In order to carry out the "Safe Production Month" activity of the provincial business system, the relevant matters are notified as follows:

1、 Deeply publicize and implement General Secretary Xi Jinping's important statement on work safety

（1） Carefully study General Secretary Xi Jinping's important statement on safety production and the spirit of important instructions and instructions. The business departments at all levels should, in combination with the three-year action to tackle the root causes of work safety, carefully study and understand the important statements and important instructions of General Secretary Xi Jinping on work safety, carry out various learning and implementation activities through case teaching, expert teaching and other ways, and rise the upsurge of learning, publicity and implementation. In particular, we should learn to understand General Secretary Xi Jinping's profound discussions on major theoretical and practical issues such as the red line of work safety, the safety development strategy, and the responsibility system of work safety, and comprehensively understand the essence of General Secretary Xi Jinping's important discussions on work safety through thematic discussions, centralized lectures, coaching reports and other activities, Work safety and business work shall be studied, arranged, implemented and supervised.

（2） Carry out in-depth publicity and implementation activities. Business departments at all levels should promote the main principals, legal representatives and actual controllers of commercial circulation enterprises to take the responsibility of "the first responsible person" for safety production, guide the main principals of large commercial complexes, catering, accommodation and other enterprises to organize and carry out activities such as "everyone talks about safety production", "popularizing the law through cases", and organize to watch the "Safety Production Month" theme video The production safety accident warning educational film and the "public safety class for all" mobilize all employees of the enterprise to actively participate in the supervision of enterprise safety production.

2、 Organize and carry out publicity, investigation and drill of unblocked life passage

Business departments at all levels should focus on the main content of "unblocked life channel", and widely publicize and explain the meaning and identification method of life channel logo, as well as emergency evacuation knowledge and skills through government websites, WeChat public accounts, radio, television, newspapers and other media, so as to expand the publicity and influence of "unblocked life channel", Raise the attention of the people.

（4） Continue to conduct in-depth investigation and governance. In order to solve the problems of occupying, blocking and closing fire passages, evacuation stairs, safety exits and other life passages, the commercial departments at all levels should actively promote the investigation of hidden dangers in large commercial complexes, catering, accommodation, second-hand goods markets, bathing centers and other crowded places to be included in the investigation and rectification work deployment organized by the people's government at the same level; It is necessary to actively coordinate the emergency, fire and other regulatory departments to carry out joint inspection, and immediately communicate with the enterprise to eliminate the potential problems that hinder the fire "life passage". If it refuses to rectify, it can be transferred to the fire rescue department.

（5） Carry out multi-directional emergency drills. Business departments at all levels should revise their internal emergency plans in combination with the actual situation of the unit, and timely carry out emergency and fire safety evacuation drills, highlight the key role of life passages in escape and emergency rescue, strengthen the public's safety awareness of not occupying or blocking, and enhance the public's ability to deal with emergencies. Business departments at all levels should also actively promote and participate in fire escape drills of enterprises such as large-scale commercial complexes, catering and accommodation, and strive to make all enterprise employees familiar with safe escape exits and routes, and master self rescue skills.

3、 Solid work safety publicity

（6） Organize and carry out the activity of "Safety Production Publicity and Consultation Day". Before and after June 16 (the National "Safety Publicity and Consultation Day"), business departments at all levels should carry out a series of activities of "Safety Publicity and Consultation Day" in combination with the actual situation of the unit, distribute relevant materials on various media platforms or offline, and vigorously promote the important discussion of General Secretary Xi Jinping on safety production, as well as relevant knowledge of safety production laws and regulations, emergency risk avoidance, self rescue and mutual rescue. It is necessary to publicize the important measures taken by the unit in work safety, show the achievements made in work safety, emergency management, disaster prevention and reduction, and strive to create a strong atmosphere of "everyone talks about safety, everyone can respond to emergencies - unblocked life passage".

（7） Carry out special safety publicity activities. The business departments at all levels should play the role of the catering and accommodation safety professional committee, carry out solid gas safety publicity and education according to the requirements of the Notice of the Office of the Shanxi Provincial Work Safety Committee on Carrying out Gas Safety Publicity Activities, use business associations to popularize gas safety knowledge, and improve the gas safety awareness and emergency response capacity of catering enterprises. Mobilize cadres, workers and the public to actively participate in national activities such as "unblocked life passage" series of evacuation drills, "emergency escape training camp" short video new media exhibition, and "life heroes in critical moments" emergency science popularization.

（8） Deeply promote the "five steps" activity of safety publicity. The business departments at all levels should actively promote the laws and regulations related to safety production in enterprises, guide enterprises to pay attention to evacuation drills at ordinary times, and promote the "Five Enters" activity of safety promotion to go deeper and more practical in combination with grassroots and enterprise research and other activities. The commerce bureaus of each city shall further organize and implement the publicity and posting of the safety production notice in the commercial field, so as to ensure that all commercial service enterprises are covered.

（9） Carry out emergency knowledge popularization activities. Commercial departments at all levels should extensively mobilize cadres and workers to participate in emergency knowledge popularization activities such as the online knowledge answer organized by the National Work Safety Month Organizing Committee and the online knowledge contest of "everyone talks about safety and everyone meets emergency" organized by the Provincial Safety Commission Office, so as to constantly improve the safety quality of cadres, workers and the masses and their ability to prevent, mitigate and provide disaster relief.

The business departments at all levels should attach great importance to, strengthen leadership, organize meticulously, put the "Safe Production Month" activity on an important position, study and deploy in time, refine the activity plan, compact the responsibility layer by layer, and supervise the implementation. All units are requested to report the summary of the "Safe Production Month" activity to the Market System Construction Department of the Provincial Department of Commerce before June 28.
