On May 23, 2023, the Third Inspection Bureau of Xiangyang Taxation Bureau found in its work that the quantity of materials purchased by an agricultural science and technology limited company in Hubei was obviously inconsistent with the quantity of export commodities, and there was an abnormality in the declaration of export tax rebate. Therefore, the company was transferred to the Baokang County Public Security Bureau for criminal clues related to defrauding export tax rebate, and the police immediately filed a case for investigation.

After investigation, since 2023, Zhan Mouwei, Liu Mouta, Zhan Moucheng and others have illegally sold US dollars to domestic enterprises with export business through an underground bank in Hong Kong, and forged the foreign exchange transaction flow of enterprises' export commodities to help enterprises defraud export tax rebates.

It is verified that the gang illegally traded foreign exchange of 11.83 million dollars. At present, the criminal suspect has been detained by Baokang police, and the case is under further investigation.
