In order to enrich the talent team of the public institutions affiliated to the Bureau of Housing and Urban Rural Development of the Corps, in accordance with the Regulations on Personnel Management of Public Institutions (Decree No. 652 of the State Council) and the Notice on Doing a Good Job in Public Recruitment of Public Institutions of the Corps in 2024 (BRSHD [2024] No. 3) and other relevant laws and policies, The Bureau of Housing and Urban Rural Development of the Corps has decided to open recruitment for public institutions.
1、 Recruitment principles and methods
Adhere to the principle of law, openness, fairness and impartiality and the employment standard of both ability and morality, and adopt the method of combining written examination, interview, physical examination and investigation.
2、 Recruitment plan
In 2024, the Corps Construction Engineering Quality and Safety General Station, a public institution of the Bureau of Housing and Urban Rural Development of the Corps, will recruit three staff members from the society. 3、 Recruitment objects and conditions
（1） Recruitment target
Bachelor degree or above (with diploma and degree certificate) meeting the job requirements.
（2） Recruitment conditions
1. Meet the age requirements of the recruitment position: above 18 years old, 35 years old and below (that is, born after June 1, 1989); The age of postgraduates and senior professional titles can be extended to 40 years old (that is, born after June 1, 1984).
2. Support the Constitution of the People's Republic of China and abide by laws and regulations;
3. Have good moral character and physical conditions for normal performance of duties;
4. Have a degree and work ability that meet the job requirements;
5. Have other qualifications required by the post (see the post table for details).
（3） The following personnel are not included in the recruitment scope
1. Persons who have received criminal punishment for crimes and who have been dismissed from public service;
2. Persons who have not yet been punished by the Party discipline and government affairs or are undergoing disciplinary review;
3. Persons who are under criminal punishment or who are under judicial investigation but have not yet reached a conclusion;
4. Personnel who are identified as cheating in the recruitment of civil servants and public institutions and who are not allowed to apply for the examination;
5. Active servicemen;
6. Other circumstances stipulated by laws, regulations and relevant policies. Among them, applicants shall not apply for positions that constitute avoidance relationship;
7. The company does not agree to terminate the personnel relationship (employment contract relationship) with the applicant for the official staff who have been registered in the state organs, state-owned enterprises and institutions.

5、 Recruitment procedures and related policies
The recruitment procedures are: announcement, online registration, preliminary qualification review and payment, written examination, qualification review, interview, physical examination, supplement, inspection, publicity, and approval of employment.
（1） Announcement
Publish the recruitment announcement and Post List on the XPCC Examination Information Network and the official website of the XPCC Housing and Urban Rural Development Bureau. If you need advice, please call the policy consultation telephone.
（2） Online registration
1. Candidates can query the Post List through the Bingtuan Examination Information Network and the official website of Bingtuan Housing and Urban Rural Development Bureau.
2. Online registration is adopted (website: https://c.exam-sp.com/index.html#/e/BTzjj/login ）The candidates downloaded and truthfully filled in the Application Form for Recruiting Public Institution Staff in Housing and Urban Rural Development Situation of the Corps in 2024 (Annex 2) through the Corps Examination Information Network and the Corps Housing and Urban Rural Development Bureau official website.
Candidates can log in the registration system (website: https://c.exam-sp.com/index.html#/e/BTzjj/login ）Submit application for registration. Candidates can only choose one position. At the time of registration, the application information submitted by the applicants shall be true and accurate. Those who provide false application information will be disqualified according to relevant regulations once verified.
（3） Qualification examination and online payment
The Bureau of Housing and Urban Rural Development of the Corps will review the qualifications of candidates according to the published post conditions, and those who meet the requirements and standards can take the written examination. Applicants who have passed the qualification examination must complete online payment confirmation before 20:00 on June 27, 2024. According to the provisions of relevant documents, the examination fee is 95 yuan in total, including 15 yuan for each person and 40 yuan for each subject of the written examination. No refund will be given to applicants who are unable to take the exam due to personal reasons.
Applicants who have passed the preliminary qualification examination will log on to the registration system on June 28, 2024 to download and print the written examination permit. When taking the written examination, the examinee should bring the examination admission card (paper version) and ID card (original). The written examination admission card must be issued for the written examination and the subsequent recruitment links. Please keep it properly.
（5） Written examination
The written examination includes two parts, namely, the Vocational Aptitude Test and the Comprehensive Application Ability Test (the national common language test paper). The full score of the test paper is 100, and the qualified score of the written examination is 50. Those who fail to reach the score line cannot enter the interview process. The Vocational Aptitude Test is an objective test, which uses a 2B pencil to fill in the answer card. The Comprehensive Application Ability Test is a subjective test, which uses a 0.5mm-0.7mm black signature pen to answer questions in Chinese on a special answer sheet. （6） Qualification review
Review the qualifications of candidates according to the job requirements. Those who do not meet the requirements for the examination and do not accept the qualification review within the specified time will be disqualified from entering the next link. If there is a work unit, it is required to submit the certificate of approval of the unit. The list of persons who pass the qualification review and enter the interview is published on the XPCC Examination Information Network and the official website of the XPCC Housing and Urban Rural Development Bureau. The following materials shall be provided during qualification review:
1. Application Form
2. Scanned copies of the valid resident ID card, graduation (degree) certificate, electronic registration and filing form of Xuexin.com academic certificate (new graduates who have not yet obtained their graduation certificate must provide the Online Verification Report of Student Status of the Ministry of Education), qualification certificate required by the position for which they apply for the examination and other materials.
3. The certificate of the CPC member. If the post requires the CPC member (including the preparatory), the certificate issued by the organization department of the college, department and unit should be provided. If there is no requirement, it is not necessary to provide it.
4. Those who have obtained foreign (overseas) academic qualifications shall complete the academic certification of the Overseas Study Service Center of the Ministry of Education and upload the certification materials before applying. Candidates can log on the website of the Overseas Study Service Center of the Ministry of Education (www.cscse. edu. cn) to inquire about the requirements and procedures of overseas academic certification.
5. Other materials required for the post.

（7） Interview
The interview is structured. The candidates for the written examination shall be selected according to the order of the written examination scores from high to low, and the number of candidates to be recruited shall be 1:3. The last candidate who enters the interview shall be selected as the candidate for the interview if several candidates have the same written examination scores. If it fails to reach the recruitment proportion, it shall be determined according to the actual qualified number; Vacancies caused by waiver or disqualification shall be filled according to the written examination results. The full score of the interview is 100, and the minimum qualified score is 60. Candidates' interview results will be announced on the spot. Those whose interview results fail to reach the minimum qualified score of the interview cannot enter the next link.
Total score=written examination score/2 × 50%+interview score × 50%. According to the order of total score from high to low, the candidates for physical examination shall be determined by the proportion of 1:1 number of job recruiters.
（8） Physical examination
According to the order of interview results from high to low, the physical examination personnel shall be determined according to the proportion of 1:1 of the number of candidates to be recruited. The physical examination shall refer to the Notice on Revising the General Standards for Physical Examination of Civil Servants (for Trial Implementation) and the Operation Manual for Physical Examination of Civil Servants (for Trial Implementation) (RSBF [2016] No. 140). （9） Supplementary
Before the investigation, if any candidate gives up the recruitment examination, he or she will fill in the following candidates according to the situation. Candidates in the physical examination phase are allowed to re check once, and those in the physical examination phase can only be re checked once, and those in the follow-up phase will not be re checked again.
（10） Inspection
According to the order of total scores from high to low, and combined with the results of physical examination, the candidates for investigation shall be determined at a ratio of 1:1 of the number of job recruiters. Qualified personnel will be publicized as candidates.
（11） Publicity
According to the planned number of posts to be recruited, the personnel to be recruited are determined according to the total scores, physical examination results, inspection results, etc. of the candidates, and are publicized on the Bingtuan Examination Information Network, Bingtuan Housing and Urban Rural Development Bureau's official website for 5 working days.
（12） Approve employment.
If no report is received at the expiration of the publicity period or the report does not affect the employment, the Housing and Urban Rural Development Bureau of the Corps shall go through the approval procedures according to the relevant regulations and procedures, and the employing unit shall go through the employment procedures. The employing unit and the employed personnel shall sign the employment contract in time, with the initial employment period of 5 years and the initial employment probation period of 12 months. The probation period is included in the employment contract period.
6、 Recruitment related matters
1. Please be sure to take part in all examination activities on time. If you fail to take part within the time limit, you will be deemed to have given up.

3. The relevant documents attached to this announcement have the same effect as the announcement. Please read carefully. The applicant shall bear all consequences caused by the failure to comply with regulations or personal negligence.
