Xi Jinping asked Fan Mingzheng to convey his sincere greetings to General Secretary Nguyen Phu Trong and President Sulin. Xi Jinping pointed out that during my visit to Vietnam at the end of last year, I and General Secretary Nguyen Phu Trong announced the establishment of a strategic China Vietnam community of common destiny, leading the bilateral relations to a new stage. Over the past six months, high-level exchanges between the two parties and countries have been close, and cooperation in various fields has progressed smoothly, bringing tangible benefits to the two peoples. At present, the century long changes in the world are accelerating. China and Vietnam have maintained rapid economic development and long-term social stability, demonstrating the superiority of the socialist system. To build a community of common destiny with strategic significance between China and Vietnam is in line with the needs of the two countries' respective modernization drive, is conducive to maintaining regional peace and stability, and promotes the development of the world's socialist cause. China is willing to strengthen strategic leadership with Vietnam, adhere to solidarity and friendship, firmly support each other, deepen mutually beneficial cooperation, and work together towards modernization to make greater contributions to world peace, stability, development and prosperity around the overall goal of "six changes".

Xi Jinping stressed that China adheres to comprehensively deepening reform and promoting Chinese style modernization, which will bring new opportunities for the two sides to expand cooperation in economy and trade, connectivity, digital economy and other fields. The two sides should maintain high-level exchanges, jointly promote the high-quality construction of the "Belt and Road", improve the level of connectivity between the two countries, and promote the high-quality development of practical cooperation between the two countries. China is willing to encourage more Chinese enterprises to increase their investment in Vietnam and hopes that Vietnam will provide a fair, just and non discriminatory business environment for Chinese enterprises. The two sides should make good use of the red resources of friendly exchanges between the two parties, support border provinces to strengthen exchanges, implement livelihood projects such as agriculture, education and medical care, and make good use of non-governmental, youth and other exchange platforms to consolidate the public opinion foundation of China Vietnam friendship. The two sides should properly handle maritime issues, accelerate joint maritime development, and jointly safeguard regional peace and stability.

Fan Mingzheng conveyed the cordial greetings from General Secretary Nguyen Phu Trong and President Sulin to General Secretary Xi Jinping, saying that Vietnam and China are both traditional good neighborly and friendly socialist countries led by the Communist Party. Vietnam sincerely congratulated China on its great achievements in all aspects under the wise leadership of General Secretary Xi Jinping, and spoke positively of China's role as an important engine and ballast for world economic growth. Viet Nam supports China's strong and prosperous development, achieves the second centennial goal on schedule, and plays a more important role in world peace and development. Vietnam highly appreciates the historical vision, global vision and great power of Xi Jinping's socialism with Chinese characteristics for a new era, supports the series of global initiatives proposed by President Xi Jinping, supports China's accession to the Comprehensive and Progressive Trans Pacific Partnership Agreement, and opposes politicizing economic, trade, science and technology issues. Vietnam hopes to learn from China's new theory, new practice and new achievements in governing the party, the country and politics, and work with China to adhere to the socialist road and achieve common development. I would like to thank the Chinese party and government for their valuable help in realizing Vietnam's national independence and national development. Vietnam supports China's position on the Taiwan issue, firmly abides by the one China principle, and regards deepening Vietnam China strategic mutual trust and practical cooperation, and building a community of shared future with strategic significance as the top priority and strategic choice of Vietnam's foreign policy, which will not be provoked, alienated, interfered and damaged by the outside world. The successful state visit of General Secretary Xi Jinping and President of the State to Vietnam last year is a historical milestone in Vietnam China relations. The Vietnamese side is willing to work with the Chinese side to earnestly implement the important achievements of this visit, in accordance with the overall goal of "six more", constantly enhance political mutual trust, deepen practical cooperation, encourage youth exchanges, build a solid public opinion foundation, strengthen multilateral cooperation, properly handle differences, and effectively promote the strategic Vietnam China community of shared future.
