1、 Professional qualification evaluation

When the vocational skill appraisal institute (station) organizes the evaluation of admittance type vocational qualifications, it shall conduct qualification review according to the application conditions specified in the national vocational skill standards, and shall not change the application conditions at will.

2、 Professional skill level recognition

(1) Evaluation institution of the employer. The enterprise organizes professional skill level recognition for its employees (including labor dispatch, labor outsourcing and other types of employees), and conducts qualification review according to the application conditions specified in the national professional skill standards or industrial enterprise evaluation specifications. For enterprises that independently set vocational skill post grades, the application conditions can be appropriately adjusted according to the corresponding national vocational skill standards and in combination with the special requirements of the type of work (post) of the enterprise. In principle, the application conditions should not be lower than the requirements of the national vocational skill standards. If there is a need for exceptional promotion, the enterprise can appropriately relax the application period according to its own reality. The enterprise will formulate exceptional promotion standards according to the talent incentive measures of the unit, form a document, and implement it after being filed by the human resources and social security department.

(2) Evaluation organization of social training evaluation. When carrying out professional skill level identification for all workers in the society, the professional standards and evaluation specifications shall be strictly implemented, and it is strictly prohibited to arbitrarily reduce or relax the application conditions. The evaluation institution of technical colleges and universities shall carry out professional skill level identification for the graduates of the colleges and universities, and the application level shall be consistent with the school running level of the colleges and universities.

3、 Special professional ability assessment

The application conditions for special professional ability assessment shall be in accordance with the requirements of the national standards for special professional ability assessment.

4、 Others

(1) For enterprise new apprentices carried out by enterprises, the application conditions shall be subject to the relevant training plan.

(2) If professional technicians participate in the evaluation of skilled talents, the application conditions shall be implemented in accordance with the requirements of relevant documents.

The document shall be implemented as of the date of issuance. The application conditions for vocational skill appraisal formulated by the former Corps or relevant application conditions inconsistent with national policies shall be abolished.
