At about 22:00 on April 2, Yang (male, 47 years old) posted a one minute long untrue speech video on a short video platform's personal account titled "A man in Pingtan driving angrily into a crowd has been caught by the police on the spot".

It was found that the video was captured by Mr. Yang in order to win traffic, captured a scene of an event in another place, processed and edited by himself and released on the short video platform.

Because of this video It has aroused netizens' attention and discussion, seriously disrupted social public order and caused adverse social impact. On April 4, the Pingtan police imposed an administrative penalty on Mr. Yang in accordance with the relevant provisions of the Law of the People's Republic of China on Administrative Penalties for Public Security.
