Yinchuan Meteorological Bureau (53614) is located in the compound of the Meteorological Bureau of Luojiazhuang Village, the western suburb of Yinchuan. The geographical coordinates are 38 º 29 ¹ N, 106 º 13 ¹ E, and the altitude is 1111.4m. In November 1935, the Institute of Meteorology of the National Academy of Central Research set up the Ningxia Weather Institute in Xincheng, and moved to Tongxin in February 1938. The station was rebuilt in 1950 and officially put into operation on January 1, 1951. It was initially called Yinchuan Meteorological Station and is located in the West Garden Airport of New City. In February 1954, it moved to Zhongshan Park in Yinchuan City. In June of the same year, it moved to the current site. In June 1956, it was expanded to Yinchuan Meteorological Station, which was renamed Ningxia Meteorological Station in 1983.
On June 15, 1987, the District Bureau and the People's Government of Yinchuan City decided through consultation to set up a meteorological agency in Yinchuan City. The service section of the meteorological observatory of the autonomous region carried out work for the meteorological agency in Yinchuan City, which was under the administration of the Yinchuan Science and Technology Commission. On October 11, 1996, the autonomous region's editorial office and the regional meteorological bureau jointly issued the Notice on Issuing the Plan for the Establishment of Meteorological Organizations in Prefecture (City) and County of Ningxia Hui Autonomous Region (Ning Qi Fa [1996] No. 29), which clearly stipulated that the Ningxia Meteorological Observatory (with the Yinchuan Meteorological Bureau brand) implements one organization and two brands. On December 12, 1997, the Yinchuan Meteorological Bureau was officially established, and the Yinchuan Meteorological Station under the leadership of the Yinchuan Municipal Science and Technology Commission was officially upgraded to the Yinchuan Meteorological Bureau. Under the dual leadership of the Yinchuan Municipal Government and the Autonomous Region Meteorological Bureau, the Yinchuan Meteorological Station and the Ningxia Meteorological Station are the same set of people and two brands.
In 1999, the organizational reform carried out business adjustment, and the regional meteorological service, agricultural meteorology, network terminals, and film and television center were included in the Ningxia professional meteorological station. At the end of 2001, with the approval of the China Meteorological Administration and the regional bureaus, Yinchuan Meteorological Administration officially separated from the Ningxia Meteorological Observatory according to the requirements of the Implementation Plan for the Reform of Local National Meteorological System Organizations (ZKRF [2001] No. 75 and NGRF [2001] No. 22). After the readjustment of business work, the meteorological film and television center of the professional station is under the jurisdiction of the state-owned assets operation center, the network terminal service is under the jurisdiction of the district station, and the three county (city) meteorological bureaus, Yinchuan base station, and Yinchuan sounding station in Yongning, Helan, and Lingwu are under the jurisdiction of Yinchuan Meteorological Bureau from the district station, making Yinchuan Meteorological Bureau an independent prefecture (city) meteorological department, The leading group and various internal organizations were re established and temporarily co operated with Ningxia professional meteorological observatory.
The newly established Yinchuan Meteorological Bureau is mainly responsible for the ground, solar radiation, high-altitude detection, agricultural meteorological observation, acid rain, sandstorm and other special observation, urban environmental monitoring and other work tasks in Yinchuan; Undertake the research and development of professional, special and thematic meteorological forecasting methods at the municipal and autonomous region levels, as well as the external release of forecasting results, the promotion of applicable technologies, and the collection of professional meteorological service benefits; To be responsible for the issuance and transmission of meteorological information and public service materials of local party and government departments at the autonomous region level and Yinchuan municipal level and the district meteorological bureau; Be responsible for issuing the weather alarm of Yinchuan City; Undertake Yinchuan public welfare meteorological service, decision-making meteorological service, professional paid service, external publicity, consultation, science popularization, artificial hail suppression and other work. Among the prefecture (city) level meteorological departments in Ningxia, it has the most comprehensive basic business, the most content, the most heavy task, and the most extensive service projects. It is also the guidance center for the development, research, promotion, and service of urban environmental professional forecasting technology in the region.
Yinchuan Meteorological Bureau has 8 departments, including the office, business science and technology department, planning and finance department, Yinchuan base station, Yinchuan sounding station, Yinchuan meteorological observatory, urban environmental meteorological center, and professional meteorological service (new weather advertising) center; It has three county (city) level meteorological bureaus, Lingwu City, Yongning and Helan. There are 77 employees and 31 retired employees, totaling 108. Among them, there are 5 senior engineers, 25 engineers, and more than 94% of them have college or technical secondary school education.
