Ningxia Meteorological Bureau was established in December 1958. It is under the dual leadership of the China Meteorological Administration and the People's Government of Ningxia Hui Autonomous Region. It is the competent department of the people's government of the Ningxia Hui Autonomous Region in charge of meteorological work. With the authorization of the people's government of the autonomous region, it exercises the administrative functions of the people's government at the same level in meteorological work according to law, and implements industrial management of meteorological work within its own administrative region. The meteorological departments of the whole region shall exercise unified leadership and administration at different levels. The meteorological departments and the local people's governments shall exercise dual leadership and the leadership of the meteorological departments shall prevail. Meteorology is a scientific and technological and basic social public welfare undertaking. The Ningxia Hui Autonomous Region Meteorological Regulations, the Autonomous Region's Regulations on the Issuance of Early Warning Signals for Sudden Meteorological Disasters, the Administrative Measures for Lightning Protection and Disaster Reduction, the Emergency Plan for Early Warning of Major Meteorological Disasters, the Administrative Measures for Weather Modification, and the Regulations on the Prevention of Meteorological Disasters were promulgated successively, and the meteorological legal system construction and the meteorological social management functions were strengthened. A meteorological law enforcement team at the district, city and county levels has been initially established, focusing on strengthening the management and law enforcement of local meteorological undertakings, meteorological information dissemination, lightning protection, and launch balloons.

Ningxia Meteorological Bureau governs 5 prefecture level city meteorological bureaus, 14 county (city, district) meteorological bureaus and 8 meteorological stations. Main responsibilities of Ningxia Meteorological Administration:
1. To organize the joint monitoring and forecasting of major disastrous weather across regions and departments within their respective administrative regions, to put forward measures for the prevention of meteorological disasters in a timely manner, and to evaluate major meteorological disasters, so as to provide the people's governments at the corresponding levels with decision-making basis for organizing the prevention of meteorological disasters; To administer public meteorological services within their respective administrative areas; To administer the issuance of public meteorological forecast, disastrous weather warning, agricultural meteorological forecast, urban environmental meteorological forecast, fire danger meteorological grade forecast and other professional meteorological forecast within their respective administrative areas.
4. To organize the formulation and implementation of plans for the prevention of meteorological disasters in their respective administrative regions; To organize the emergency management of meteorological disaster prevention in their respective administrative areas; To be responsible for meteorological support for public emergencies in their respective administrative areas.
5. Formulate weather modification operation scheme, and manage, guide and organize the implementation of weather modification operation under the leadership and coordination of the people's government at the same level; Organize and manage the lightning disaster prevention work, and guide the detection of lightning disaster protection devices installed on buildings, structures and other facilities that may be attacked together with relevant departments.
6. Be responsible for putting forward suggestions to the people's government at the same level and relevant departments at the same level on the use and protection of climate resources and the promotion and application of climate resource zoning and other achievements; Organize climate feasibility demonstration for climate resource development and utilization projects; Participate in the work of the autonomous region government to deal with climate change, organize and carry out climate change impact assessment, technology development and decision-making advisory services.
7. Organize the publicity and education of the meteorological legal system, be responsible for supervising the implementation of relevant meteorological laws and regulations, punish the acts violating the relevant provisions of the Meteorological Law of the People's Republic of China according to law, and undertake relevant administrative reconsideration and administrative litigation.
8. To uniformly lead and manage the planned finance, organization establishment, personnel and labor, scientific research and training, business construction, etc. of the meteorological departments within their respective administrative regions; In conjunction with the municipal people's government, the meteorological institutions under its jurisdiction shall be subject to the dual management of departments; Work together with the Party Committee and the People's Government of the Autonomous Region to improve the spiritual civilization and ideological and political work of the local meteorological department.
