The meeting decided to implement a number of reform measures that are relatively mature at present and have the conditions for replication and promotion in a wider range, most of which will be introduced nationwide. It mainly includes:

1. More targeted support for innovation of small, medium-sized and micro enterprises. Build a one-stop investment and financing information service system for small and medium-sized enterprises, support the pledge of accounts receivable obtained from core leaders or large enterprises, provide financing for affiliated enterprises, develop a new mode of patent pledge financing bundled with loans, insurance, and financial risk compensation, and improve the flexibility and convenience of financial support innovation.

2. We will further deepen the reform of streamlining administration and delegating power, combining decentralization with regulation, and optimizing services. The National Development and Reform Commission should promptly introduce a comprehensive approval method for the establishment of social run medical institutions and elderly care institutions across all sectors and processes, and remove various obstacles restricting development. 3.
