In recent years, trade unions at all levels in Heilongjiang Province have been promoting the construction of "five divisions and one room" for legal aid workers, labor relations coordinators, innovation and entrepreneurship instructors, labor safety consultants, physical and mental health guides, and mediation rooms for workers' rights and interests disputes to better serve workers. The trade union federation covers 9 social organizations, whose businesses include psychology, legal affairs, public welfare and other aspects. Some social workers also participate in the work related to "five divisions and one room".

Guo Huimin introduced that the trade union federation is constantly looking for the integration and development of social organizations and trade union organizations. For example, relying on the social work service station in Didao District, through the joint construction of the party and workers, social workers and new businesses, the trade union federation has created a new business with wide coverage and strong radiation to share the home of workers.
