In recent years, Yinlun Machinery Co., Ltd. has launched a skill incentive policy, which changes the salary of front-line technicians from a quota payment to four aspects of "skill+performance+multi skill bonus+improvement". This is also a microcosm of Taizhou's implementation of "pay increase with technology".

In March this year, the Ninth Meeting of the Standing Committee of the 14th National People's Congress of Zhejiang Province approved the Several Provisions of Taizhou City on Improving the Treatment of Skilled Workers and Expanding the Middle Income Group (hereinafter referred to as the "Provisions"), which will come into force on July 1, 2024. It is the first local regulation to improve the treatment of skilled workers in China. The Regulations focus on the four major areas of income treatment, work treatment, education treatment and social treatment that the skilled workers are most concerned about, and stipulate the rights and obligations of all parties concerned. Since then, there will be laws to abide by for the 1.34 million skilled workers in Taizhou to "raise their salaries with their skills".

According to the Regulations, skilled workers refer to those who master specialized knowledge and technology, have certain operating skills, and can use their own skills to carry out practical operations at the front-line posts of production and service. The vocational skill levels (posts) are divided into apprentices, junior workers, intermediate workers, senior workers, technicians, senior technicians, special technicians, and chief technicians. Taizhou encourages enterprises to set up wage units that reflect the value of technical skills in the salary distribution system, implement the agreed wage, project wage, annual salary system and other distribution forms for key technical posts, key processes and urgently needed technical workers, and encourage enterprises to implement technology innovation achievements as shares for highly skilled talents and technical workers with outstanding contributions Post bonus and equity allocation and other incentive methods.

In recent years, the Taizhou Federation of Trade Unions has taken "wage increase through technology" as an important entry point to promote the reform of the construction of industrial workers, coordinated the construction of the growth chain and distribution chain of industrial workers, and improved the mechanism for skill factors to participate in wage distribution. Implement five skills improvement actions, including skills cultivation, skills employment, skills competition, skills wealth creation, and skills negotiation. Select 100 pilot enterprises to explore the formation of six standardized operation methods of "skill based salary increase", including skill level improvement, technology share dividends, technology contribution awards, skill contest awards, equity investment incentives, and job promotion.

At the same time, the Guidelines on the Establishment of Professional Development Channels for Technical Workers in Taizhou City was issued. Technical workers can serve as chief technicians at most, and their salaries are the same as those of the vice presidents of enterprises. The salaries of technical workers in some enterprises are generally higher than those of managers. Statistics show that in 2022, the average salary of skilled workers in Taizhou will increase by 9% year on year. In 2023, 93000 skilled talents and 39200 highly skilled talents will be added.
