In October 2019, the Fourth Plenary Session of the 19th CPC Central Committee deliberated and passed the Decision of the CPC Central Committee on Several Major Issues Concerning Adhering to and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capability, which systematically summarized the great achievements and significant advantages of China's national system and governance system.

The plenary session clearly put forward the overall goal of adhering to and improving the socialist system with Chinese characteristics, and promoting the modernization of the national governance system and governance capacity.

In May 2020, the Third Session of the Thirteenth National People's Congress adopted the Civil Code of the People's Republic of China, which is the first codified law in the history of New China and a major landmark achievement in the construction of the socialist system with Chinese characteristics and the rule of law in the new era.

In December, the Central Committee of the Communist Party of China issued the Implementation Outline for Building a Society under the Rule of Law (2020 – 2025), pointing out that building a society under the rule of law is an important part of modernizing the country's governance system and capacity, and making arrangements to accelerate the building of a society under the rule of law. In the same month, the Central Committee of the Communist Party of China issued the Planning for the Construction of a China under the Rule of Law (2020 – 2025), making systematic arrangements for the construction of a complete legal norm system, an efficient rule of law implementation system, a strict rule of law supervision system, a strong rule of law guarantee system, and a complete system of intra party laws and regulations.

Hu Haiying has participated in national census work such as population census and economic census for many times. He was awarded the honorary title of provincial advanced individual in the second economic census, and was rated as a municipal model worker in 2011.

The series of "Micro classroom in the air - 100 model workers telling the history of the party" was jointly launched by the Chengde Federation of Trade Unions and the comprehensive radio of Chengde People's Radio.
