In order to ensure the smooth transition of Hong Kong and maintain its long-term prosperity and stability, at the end of 1992, the Central Committee of the Communist Party of China (CPC) put forward the policy of "putting ourselves first and preparing with both hands". In accordance with the Basic Law of the Hong Kong Special Administrative Region, the Chinese Government has stepped up preparations for the resumption of the exercise of sovereignty over Hong Kong and related work for the establishment of the Hong Kong Special Administrative Region.

At midnight on June 30, 1997, the Hong Kong Convention and Exhibition Center was ablaze with lights, and the remarkable handover ceremony between the Chinese and British governments in Hong Kong was held here. At 23:59 on June 30, the British flag and the Hong Kong flag lowered slowly, symbolizing the end of the British colonial rule over Hong Kong for one and a half centuries.

From midnight on December 19 to early morning on December 20, 1999, the Chinese and Portuguese governments held a handover ceremony for Macao. President Jiang Zemin of the People's Republic of China solemnly declared that the Chinese government has resumed the exercise of sovereignty over Macao.

With the development of the mainland and the efforts of compatriots on both sides of the Taiwan Straits for many years, the Kuomintang authorities in Taiwan opened the door to family visits with restrictions in October 1987. In November, the first group of Taiwan compatriots went to the mainland via Hong Kong. So far, the 38 year long isolation between the two sides of the Taiwan Straits has been broken, and personnel exchanges and economic and cultural exchanges between the two sides have gradually started.

Liu Guangjin, a helping economist, is an employee of the cash operation center of ICBC Chengde Branch. In 1988, he won the first class battle merit in the defense battle against Vietnam in Laoshan Front of Yunnan Province. He was rated as a model worker in Chengde.
