At the end of 1994, the State Economic and Trade Commission and the Commission for Restructuring the Economic System, together with relevant departments, selected 100 large and medium-sized state-owned enterprises for the pilot project of establishing a modern enterprise system.Subsequently, more than 2700 state-owned enterprises were selected to participate in the pilot project.The State Council also selected 18 cities to carry out the pilot reform of "optimizing the capital structure", adopted various policies, and achieved key breakthroughs in reducing the debt burden of enterprises, separating social service functions, and diverting surplus personnel.
These reforms and adjustments have accelerated the transition from a planned economy to a socialist market economy in practical steps, and the fundamental role of the market in resource allocation has been significantly enhanced. The country has presented a picture of comprehensively advancing reform and opening up and rapid economic development.
