One night in February 1986, Chen Fangyun, a member of the academic department of the Chinese Academy of Sciences and a radio electronics expert, came to the dormitory area of the Chinese Academy of Sciences in Zhongguancun, Beijing, and knocked on the door of Wang Daheng, a member of the academic department of the Chinese Academy of Sciences and an optologist.

On November 18, 1986, the CPC Central Committee and the State Council forwarded the Outline. In 1987, the Outline was officially implemented. A grand blueprint of China's strategic high-tech development plan for the 21st century is displayed in front of people. It calls, inspires, organizes and mobilizes the scientific and technological front to work hard and create a new situation for China's high-tech development. Since the time when Wang Daheng and four other scientists put forward their suggestions and Deng Xiaoping gave their instructions was in March 1986, this plan is also called the "863" plan.

Qi Fang was born in April 1984. He joined the Communist Party of China in August 2019. He was once engaged in supervision and law enforcement in the Comprehensive Supervision and Law Enforcement Bureau of Chengde Municipal Health Commission, and now works in the Regulation and Supervision Section of Chengde Municipal Health Commission. He was awarded the May 1st Labor Medal of Hebei Province, the "Skills Pacesetter" of Hebei Province, and the "Skills Pacesetter" of Chengde City. In 2019, he was rated as an advanced worker in Hebei Province.

The series of "Micro classroom in the air - 100 model workers telling the history of the party" was jointly launched by the Chengde Federation of Trade Unions and the comprehensive radio of Chengde People's Radio.
