Xiaogang Village in those days was famous for its "three dependence villages" - grain sales, production and living on loans and relief.

The poverty of Xiaogang Village was the epitome of China at that time. The Third Plenary Session of the Eleventh Central Committee of the Communist Party of China put forward: "In general, China's agriculture has not developed rapidly in the past 20 years, and there are extremely sharp contradictions between it and the needs of the people and the needs of the four modernizations." The people's commune system of "political and social integration" is not conducive to mobilizing the enthusiasm of farmers, so the development of agricultural production and the improvement of farmers' lives were relatively slow at that time.

On a winter night in December 1978, Xiaogang villagers, with the courage of "daring to be the first in the world", resolutely made the decision to "take responsibility for every household".

In the first year, Xiaogang Village had a bumper harvest. The total grain output of the whole production team reached 133000 jin, which was equivalent to the total output from 1955 to 1970. It ended the history of eating national relief grain for more than 20 years at one fell swoop, and repaid the national loan of 800 yuan for the first time. Some places try first. Since January 1979, in Fengyang County and Feixi County, where the production responsibility system was implemented earlier, Anhui Province has allowed production teams to break the "forbidden zone" in land management and use, and to implement the responsibility system of "dividing land into groups, and calculating work by production".

Then in 1983 and 1984, the Central Committee of the Communist Party of China successively issued the No. 1 Document, affirming the household contract responsibility system in the main form of contract responsibility and household contract responsibility, and proposing that "the land contract period should generally be more than 15 years". Since then, this great creation of Chinese farmers has been carried out throughout the country.

Qian Guizeng was awarded the title of "National Large Grain Producer" by the Ministry of Agriculture for two consecutive years in 2009 and 2010, and was awarded the title of "National Large Grain Producer" by the State Council in 2011, enjoying the treatment of national model workers.
