Linxian County in Henan Province had thin soil and thick rocks at that time, and water resources were scarce. According to the 1995 edition of the Red Flag Canal Annals, before the construction of the Red Flag Canal, 307 of the 550 administrative villages in Linxian County had difficulty drinking water, and more than 100 villages had to run more than 5 kilometers to get water.

In order to realize the dream of "water flowing everywhere and life getting better every day", the party committee of the Red Flag Canal construction site put forward the policy of building the canal with diligence and thrift and hard work: "self-reliance is a magic weapon, and people can't build the canal by relying on the country, but by relying on both hands." In February 1960, more than 37000 cadres and masses rushed to the construction site of the canal to cut mountains and fill valleys, open mountains and dig canals.

In 1974, when New China participated in the United Nations General Assembly, the first film screened was the documentary Red Flag Canal. The Red Flag Canal spirit of "self-reliance, hard work, unity and cooperation, and selfless dedication" has become a symbol of the great national spirit of the Chinese people. The Red Flag Canal is known as the eighth wonder of water conservancy in the world.

Liu Baotuan, the current ideological and political teacher of Kuancheng No. 1 Middle School, is the director of the school's teaching and research department. He was awarded the title of Special Grade Teacher of Hebei Province, lifelong top professional and technical talent of Chengde City, and was awarded the title of Advanced Worker of Chengde City in 2009.
