On October 19, 1940, He Yingqin and Bai Chongxi, in the name of the chief and deputy chief of staff of the Military Commission of the National Government, forced the New Fourth Army and the Eighth Route Army south of the Yellow River to withdraw to the north of the Yellow River within a month. While refuting such unreasonable demands, the Communist Party of China, proceeding from the overall situation of the War of Resistance against Japan, promised to transfer the New Fourth Army in southern Anhui to the north of the Yangtze River.

On January 4, 1941, the headquarters of the New Fourth Army and a detachment of more than 9000 people moved northward from Yunling. On the 6th, when the troops reached Maolin, Jingxian County, southern Anhui, they were ambushed by more than 80000 Kuomintang troops. The New Fourth Army fought hard for seven days and nights, ran out of ammunition and food. Except for about 2000 people, most of them died heroically. This is the Southern Anhui Incident that shocked the world.

On March 4, 1946, with the unremitting efforts of the CPC Central Committee and people from all walks of life, Ye Ting finally ushered in freedom. The day after he was released from prison, he called the CPC Central Committee to hope to rejoin the CPC. The Central Committee of the Communist Party of China replied with a telegram, praising Ye Ting for his loyalty to the cause of national liberation and people's liberation in China for more than 20 years, having experienced various tests, and decided to accept Ye Ting to rejoin the Communist Party of China.

Ji Shihe is currently a member of the CPC Wulingshan Town Party Committee and Minister of Armed Forces. He was awarded the title of Outstanding Communist Party Member of the whole county. In 2014, it was rated as a model worker of Chengde City.
