By 1945, under the leadership of the Communist Party, the People's Army had established anti Japanese base areas in Shanxi, Chahar and Hebei, Shaanxi, Gansu and Ningxia, Hebei, Shandong and Henan. Among them, the Shanxi Chahar Hebei Anti Japanese Base Area founded by Nie Rongzhen is the first anti Japanese base area.

By the end of 1938, the Shanxi Chahar Hebei Anti Japanese Base had jurisdiction over more than 70 counties, with 12 million residents and 100000 armed forces. The establishment and development of the Shanxi Chahar Hebei Anti Japanese Base Area caused great panic among the Japanese army. From November 1938 to April 1939, the Japanese army successively besieged the central Hebei area for many times.

In the face of difficulties and hardships, the Shanxi Chahar Hebei Sub bureau and the Shanxi Chahar Hebei Military Region established the "three three system" regime, implemented lean troops and simplified administration, reduced rent and interest rates, and developed production. At the same time, the anti Japanese base areas should localize the main forces, strengthen the combination of local forces, main forces and the militia, adopt military struggle policies such as "the enemy advances into the enemy", "extend to the enemy behind the enemy" and "squeeze out the enemy", extensively use guerrilla warfare methods such as mine warfare, sparrow warfare, tunnel warfare, and armed forces, and go deep into the enemy's rear to carry out anti "mopping up" and anti "cannibalism" struggle.

Zhou Hong is currently the principal of Xuri Vocational Training School in Chengde County. In 2013, she returned to her hometown to start her own business, and set up a domestic company and training school. Since the establishment of the school, she has trained more than 3000 people, including more than 1500 registered households, with an employment rate of more than 70%. She has won the titles of National Excellent Migrant Workers, Hebei May Day Labor Medal, Chengde Model Worker, etc.
