On September 22, 1937, the Kuomintang Central News Agency issued the "Declaration of the Communist Party of China on the Cooperation between the Kuomintang and the Communist Party of China"; On the 23rd, Chiang Kai shek issued a talk about actually recognizing the legitimate status of the Communist Party. The Kuomintang and the Communist Party re cooperated.

After the middle of September 1937, the Japanese army attacked Dezhou with one and a half divisions along the Jinpu Road, Shijiazhuang with three divisions along the Pinghan Road, and attacked along the south of Tongpu Road with a force of equivalent three and a half divisions. By combining frontal attack and right wing detours, the Japanese army attempted to break through China's defense, capture Taiyuan, seize the north of the Yellow River, threaten Henan, and finally seize Shandong, so as to occupy the whole of North China.

When the Eighth Route Army acted according to the new deployment of the Central Military Commission of the Communist Party of China, the Kuomintang army in northern Shanxi had retreated to the Great Wall in Pingxingguan and Yanmenguan. In addition to the frontal attack from Datong to Yanmen Pass, the Japanese army attacked from Yuxian and Guangling to Pingxing Pass through Lingqiu. At the request of the Kuomintang army, Lin Biao, commander of the 115th Division, and Nie Rongzhen, deputy commander of the 115th Division, decided to use the dangerous terrain of Pingxingguan to cooperate with the friendly forces in the frontal defense operations of Pingxingguan according to the instructions of the Central Military Commission of the Communist Party of China and the Eighth Route Army Headquarters.
